This Sheetz gas station in Wexford, PA uses flush mounted light fixtures in their canopy.  From this perspective the fixtures are hardly even visable.  Sheetz often illuminates their stations far beyond the IESNA recommended practices, but at least these good canopy fixtures eliminate needless glare.  This type of flush mounting when combined with reasonable lighting levels can be very community friendly.  I believe this type of system was installed in Albemarle County, VA and also in Middlesex County, VA along Rt 17 in the town of Saluda if I remember correctly.  (Photo by Pete Johnson, Pennsylvainia Outdoor Lighting Council (POLC)).
