This spell doubles the overland speed of all targets (friend or foe), assuming they are all traveling together in the same direction, including any pack animals or mounts. This spell only affects movement, thus attacks aren't sped up. Multiple casting aren't cumulative, thus the effects of the first casting must be worn off or affected by a dispelling magic before the spell may affect the creatures a second time.
