Well it's both! Players can play it as a war game or a role-playing game.
The big difference is that any warmonger with a large enough army can force
his neighbors to play it as a war game, "OR DIE". But no one can force someone to
role-play in the game. Although role-playing, without a doubt adds immensely to
the enjoyment of the game. None can dispute that.
