Rules Changes
Rules changes during the regular season require a unanimous vote of all current league members.Rule changes during the off-season only require a simple majority of returning owners.


The Draft
The draft will begin via e-mail, with slow draft picks, beginning sometime on March 21, 2009. Freeze lists are due on March 16, 2009. On each day of the slow draft, during the hours of 9:00 am EDT and 9:00 pm EDT, there will be a four hour clock on draft choices.Teams who have not completed draft choices during that time will have their turn skipped on to the next team in the draft order. Teams who are skipped over may then make their choices at any time later, but players chosen in the subsequent picks after being passed will not be available to that team.If a team is not available to make choices during that time frame, it is suggested that they try to provide another owner with their draft choices prior to their turn in the draft.This is intended to try to help move the draft along at a regular pace.We will finish the draft in a chat room session on Wednesday, March 25, 2009.The commissioner will create a random order of owners to determine draft position.
Freeze Lists

Current owners get to freeze up to five players from last year's roster if they wish.This means that these five players will automatically be on their roster for the coming season.However, the owners will lose a pick in the current draft for a frozen player.The position round of that pick will be determined by the position the player was chosen in last year?s draft minus the number of years that the player has been frozen.
New owners get a choice of the following:
a) an extra pick in the average of the freeze pick rounds based on each owner's highest position freeze, second highest, third highest, fourth highest, and fifth highest (e.g., if the average of the highest position freezes of the current owners is 11 then the new owner(s) would get two picks in the 11th round, then we average the second-highest freezes, let's say 15, then the new owner(s) get two picks in the 15th round, and so on).If choosing this option, news owners would not get a draft pick in the final five rounds of the draft (rounds 26 through 30).
b) freeze picks from the "leftovers" after the old owners have made their freeze selections.These would be from any previous rosters, based on the draft position from the previous year.
IMPORTANT NOTE:for new owners, freeze picks from "leftovers" for the current season's roster are NOT eligible for freezing in the next season.The ability of new owners to pick from "leftovers" is to allow for new owners to be competitive in their first year, but those freezes are not intended to allow the new owner the benefits of keeping players initially drafted by the insight of an existing owner.
The draft will commence by the top positioned owner making his/her pick and continuing through the owner with the last positioned pick.The second round will begin at the bottom position and work its way back up.The draft rounds will alternate directions until complete.
Warn your family of April, no excuses will be accepted.
Thirty (30) players will be chosen for each team.Each team should have as a minimum:
One (1) player for each infield position (1b,2b,3b,ss,c)
Three (3) players for outfield positions (of any position)
Five (5) starting pitchers
One (1) relief pitcher
The other sixteen (16) players will provide backup players, designated hitter positions, and pitcher rotations (most owners pick between 8 and 12 pitchers).


Waiver Draft
At the first of every month we will initiate a waiver draft.Owners can designate a player on their current roster to drop (place on waivers). Once that is completed owners will be able to draft an unsigned player (player not currently on any other roster) for their roster. The order of the draft will be in the reverse order of the overall standings at the end of the week prior to the end of the month.
Players picked up in the waiver draft are considered a 31st pick for next year's freeze considerations (may be frozen in the 30th round). However, if you pick up a player on waivers who was initially picked in the preseason draft (and subsequently waived) they will carry their original draft position into next year.


Prospect Draft
During the All-Star break every season there will be a draft of minor league prospects.A prospect is a player from any of the minor league farm clubs who has NO major league experience.Each team is allowed to select up to four (4) prospects, depending on if that team has chosen to freeze any prospects prior to the season.The draft order will be in the reverse order of the current standings as of the All-Star break, and a "snake-draft" will ensue.Prospects are subject to the following rules and guidelines:
1)A prospect can be placed on your active (30-man) roster at any time, but you have to waive someone else from the active roster to accommodate them.A prospect that is activated (brought up to the 30-man roster) is not eligible to be used in weekly lineups until the following week (even if you wish to substitute him for an injured player).
2)When one of your prospects is called up to the Major Leagues, you are not required to move them onto your active roster. However, activation to your LSFBL roster makes them ineligible to your to be on your prospect roster when the following season begins. Prospects are then subject to regular roster freeze lists as with any other player on a team's roster. Unactivated prospects retain prospect status until the next Prospect Draft.
3)All prospects drafted in the Prospect Draft may remain on the Prospect Roster until the following season's Prospect Draft. At that time, the owner may
A) Activate any prospect after waiving any active player
B) Freeze any prospect still reatining prospect staus for the upcoming Prospect Draft (at the earliest round available)
C) Release any prospect
NOTE:For the 2008 season the rule regarding only being able to retain 2 prospects for the coming year is still in effect.

Weekly Lineups
Weekly lineups must be sent in to the Commissioner by noon (12pm ET) Monday of each week.If you do not do this then the lineup you posted for your previous week will be used as that week's lineup.The lineups apply for the Monday - Sunday week.Each lineup will include the following positions:
one C
one 1B
one 2B
one 3B
one SS
three OF
one DH
five SP
one RP
All positions must be filled by a player who is eligible at that position.Each player starts the season with eligibility at only one position based on the position that they played the most games at in the prior Major League season.Players who played the majority of their games as a designated hitter (DH) the previous season are only eligible as a DH at the beginning of the season.
Once a player starts over five games at a position in the current season they will be eligible at that position for the rest of the season.The DH can come from any position or from actual MLB DHs.
Each owner will also submit in their lineups five (5) starting pitchers and one (1) relief pitcher.A strategy often used by savvy owners is to start pitchers who will get more than one MLB start in a specific week in order to capitalize on additional points.Starting pitchers who get moved into a relief role are not eligible to be listed as starting pitchers unless they get moved back into the regular rotation of their respective teams.
Lineups may only be altered mid-week if a player has been officially placed on the DL or has missed two consecutive games during the current week due to injury or grieving (Gimp Rule).Players that miss games due to suspensions are not eligible to be replaced.Another player may then be substituted provided he meets the requirements for that position.
Pitchers, on the other hand, may only be replaced if they are moved to the DL.Further, the team cannot gain a start from the replacement pitcher.For example, you cannot sub for a pitcher who has already pitched one game and replace him with another pitcher who was only going to pitch one game that week.The only sub allowed if a pitcher has already appeared in the week before hitting the DL would be to put in another pitcher who was getting a second start.

Trades
Through August 15, trades may occur at any time between any teams. The only limitations are that (a) equal numbers of players must be traded, e.g., two for two. Waiver draft picks may be traded for players, but not picks for the following season.Players received in trades are ineligible until the start of the week after the trade is consummated. Points from players dealt away in mid-week trades still count until the end of the week in which they were traded. The Commissioner reserves the right to veto a trade that is clearly not in the spirit of competition (i.e., a deal that involves one team selling out to another).
After August 15 trades are limited as follows: trades can only occur between teams within two positions of each other in the standings. For example, a team that is in third place in the standings can only trade with the first, second, fourth or fifth place teams. If a team is in first place, they can only trade with the teams in second or third place.

Points
Owners will tally their own points for each Monday - Sunday week for players in their lineup for that week.Team points are due to the Commissioner by Wednesday of the following week.
Late point reports will be fined 25 points per day until submitted with a maximum of 100 points deducted.
Points are tallied as follows for players in a lineup:
Field Positions:
Hit = 2 points
Run = 2 points
RBI = 2 points
HR = 2 points
SB = 2 points
BB or HBP = 1 point
K = -1 point
For Pitchers:
Win = 25 points (unless it follows a blown save)
Loss = -10 points
Save = 15 points
Strikeout = 1 point
Innings Pitched = 1 point
Complete Game = 10 point bonus
Shutout = 10 point bonus
No-hitter = 10 point bonus
Starting Pitchers that come in for relief work also get these points (Kyle Rule).
Points for the All-Star game are awarded as follows:hitters' points are scored the same as always.For pitchers, no points are associated with Wins, Saves or Losses.Pitchers get the usual one point per strikeout, plus a 5 point bonus for each scoreless inning they pitched.

Owners
Inactivity
Any owner who does not submit their lineup and points on time (see rules for Weekly Lineups and Points for deadlines on submission times) for a fourth straight week is considered inactive, unless the league has been notified ahead of time. If the owner does not submit his lineup or points at all, he will be considered inactive after two weeks. Any owner placed on inactive status will lose the ability to trade, participate in waiver drafts and receive money for weeks won. Any money won by an inactive owner will be returned to the "kitty" to be distributed between weekly winners.
Regaining Active Status
To regain active status, an owner must submit their own lineup and points on time for three consective weeks.
Expulsion
If an owner has been inactive for six straight weeks then a league-wide vote (called by the commissioner) will take place to determine if this owner will be removed from the league. The vote is to determine if this owner had reason for not participating. A 2/3 vote is required for expulsion.
An owner who has been kicked out the league will have his roster frozen for the remainder of the season. These players will not become available to the league until the following season's draft.
