All Characters must be starting level without express permission from the Head StoryTeller and Gameline StoryTeller.

At Character Creation: No more than 8 points of willpower.
Any trait above 3 needs a detailed reason as to why.
At character creation no character can have more than 1 weapon.
No more than 10 points of Merits and 8 points of Flaws.

Merits and Flaws: Certain Merits and Flaws can cause major problems for both StoryTellers and Players. Due to this, there is no set list at the present of which Merits and Flaws are banned, heavily restricted, etc, but upon the sheet a detailed reason as to why they have each Merit and Flaw must be given. The higher the cost of the Merit and Flaw, the better the reason must be.

Backgrounds: Just because you have a dot in anyone background, does not make it permanent. They can fall and raise, if you abuse the money you have and waste it away it is likely that your funds will fall also, just because you have a background does not mean you can do anything with it. For example, although you might have a high rating in resources, it does not mean you would be able to buy rare and important artefacts. Such events must be cleared by the Gameline StoryTeller

History: If possible, a History for your character is recommended. It not only helps you to identify some key points in your back story as well as shape how you view your character, but it also allows the StoryTellers to check your attributes, etc, against this story and can save us and you time in the long run.

Concept: The concept must reflect; something you feel comfortable in playing and is productive. If possible, for beginning players and new players to London it is wise for your first concept to be outgoing and one that will easily be able to fit into several scenarios. This will help you to meet people so that you gain more role play, instead of less and then once you make characters that are less socially desirable you will know people who will play with you.

Unrestricted: Every starting stat Wraith, but they're limited to only three Arcanoi, eight corpus levels as they're newly dead (within 2 years) and Keening must of had fae blood in them during their human life.

These are open to everyone and anyone; be it a first time World of Darkness player or someone who has been around for years. Although, it is advised beginning players stick to this bracket of characters till they understand the system better.

Arcanoi:

Graduation Requirements:
At character creation, the player chooses a member faction or guild that their characater is most loyal to(Which doesn’t necessarily have to be much loyalty). A character can graduate from any guild, or from the Heirarchy, Heretics, Renegades or Oblivion itself in the case of most Spectres. Freewraiths cannot, and do not graduate.
Newly dead Wraith PCs are considered Freewraiths until they choose loyalty to a Faction or Guild.
Faction members must attain three additional Faction status traits total in order to graduate. They can obtain no more than one a month except in extreme circumstances.
Guild members must attain two additional Guild status traits total in order to graduate. They can obtain no more than one every two months except in extreme circumstances.

Harrowings & Destruction Harrowingts:
If at least 75% of the corpus levels lost by a Wraith when it loses it's last corpus level are from aggravated damage, the Wraith goes into a Destruction Harrowing. Wraiths who lose their Destruction Harrowing are considered permanently destroyed.
Spectres do not receive normal harrowings, but have Destruction Harrowings when they have lose the last of their corpus. If at least 75% of the corpus levels lost by a Spectre when it loses it's last corpus level are from aggravated damage, the Spectre is considered permanently destroyed.

Necromancy:
Wraiths may not ignore Necromancy challenges with the expenditure of a willpower. It may only be used for retests.
Use of “Compel Spirit” on a wraith will gradually increase their loyalty to the Necromancer.The rules for Blood Bonds will be used to equate, substituting the Blood Point consumed for a successful use of “Compel Spirit”. Compelled Wraiths feel feelings of strong loyalty rather than love, and most replace an existing passion for one applying to servitude towards the Necromancer.
As with Blood Bonds, “Compel Spirit” will only have further bonding affect when done on separate nights, and being compelled by another Necromancer before the Wraith is compelled into full loyalty to the initial Necromancer starts the wraith back at step one for the new Necromancer, removing the effects of “Compel Spirit” from the previous Necromancer.

Playing a PC Spectre:
Spectres may be played once three graduations are obtained. The player must first choose whether they want their Spectre to be a Mortwright or a Doppleganger, and creation follows the steps listed in “Oblivion”.
At Graduation of a Doppleganger or Mortwright PC, the Spectre tranforms into a either an Apparition or Shade at the player's choice.
Apparition PCs are too deformed and tainted by Oblivion to embody, but retain their intelligence and Arcanoi. At the Second Graduation of an Apparition PC the character is considered a Nephrack.
Shade PCs lose all Arcanoi but their Dark Arcanoi and may not purchase any additional mental traits, while gaining access to the special Shade powers(6 Exp Each to be learned). At the Second Graduation of a Shade PC the character is considered a young Hekatonkhire.

Brute Strength - Spectre PCs:
Certain types of Spectres are meant simply to be the shock troops of Oblivion. While denied normal Wraith Arcanoi, they benefit from significantly enhanced physical strength. These Spectres gain powers similar to the Vampiric discipline of 'Potence', which may not be used on targets across the Shroud.
Mortwrights have access to 'Might'.
Shade characters gain 'The Bomb', as well as 'Might' if they were formerly Mortwrights.
Hekatonkhire characters gain the 'win all ties' power of 'Puissance', as well as access to 'The Bomb' and 'Might' if they were formerly Mortwrights.

Physical Growth of Apparition and Shade PCs:
Apparitions and Shades slowly grow as they gain more power, age and experience.
Apparition characters grow one inch for each five experience points they attain and Shade characters grow one inch for each two experience points they attain.
Apparition characters may purchase additional Corpus levels for 6 experience points each, but no more than one per cycle.
Shade characters may purchase additional Corpus levels for 3 experience points each, but no more than one per cycle.
There is no limit to the number of Corpus Levels a Spectre character may attain.

Shadows:
The character’s shadow starts with three permanent angst at creation. Additional permanent angst may be taken in place of two negative traits, providing that additional willpower is purchased for the character as well. Starting permanent angst cannot exceed starting willpower.
The Shadow is made by the Wraith Storyteller(Me), not the player of the Shadow’s tormentee, though suggestions are often welcomed.

Faction Status:
For effects of Faction status defined by the chart on Page 137 of Oblivion, double the required status for the listed uses.
The initial status trait all members of the Heirarchy start with is “Recorded”, and the initial status trait all members of the Renegades start with is “Accepted”. Otherwise, all “Cammarilla” status traits are used for the two factions. Heretic status is specialized for the Heretic group in question.

Guild Status:
Guild Status is run differently than other types of status. When accepted into a guild, the character gains the status trait “Apprenticed”. This is the only guild status trait that may be purchased at character creation.
Guild Status is more difficult to obtain than other status traits, and each trait represents a highly significant increase in how the character is viewed by fellow guild members.

Guild Status Traits:
Apprenticed- Character has been accepted into the guild.
Enlightened- Character has mastered the Arcanoi of the guild.
Loyal- Character has proven time and again that their highest loyalty lies to the guild.
Reknowned- Character has developed a new power for the guild’s Arcanoi.
Respected- The character’s actions have gained the complete respect of almost every member of the area’s guild.
