All Characters must be starting level without express permission from the Head StoryTeller and Gameline StoryTeller.

At Character Creation: No more than 8 points of willpower.
Any trait above 3 needs a detailed reason as to why.
At character creation no character can have more than 1 weapon.
No more than 10 points of Merits and 8 points of Flaws.

Merits and Flaws: Certain Merits and Flaws can cause major problems for both StoryTellers and Players. Due to this, there is no set list at the present of which Merits and Flaws are banned, heavily restricted, etc, but upon the sheet a detailed reason as to why they have each Merit and Flaw must be given. The higher the cost of the Merit and Flaw, the better the reason must be.

Backgrounds: Just because you have a dot in anyone background, does not make it permanent. They can fall and raise, if you abuse the money you have and waste it away it is likely that your funds will fall also, just because you have a background does not mean you can do anything with it. For example, although you might have a high rating in resources, it does not mean you would be able to buy rare and important artefacts. Such events must be cleared by the Gameline StoryTeller

History: If possible, a History for your character is recommended. It not only helps you to identify some key points in your back story as well as shape how you view your character, but it also allows the StoryTellers to check your attributes, etc, against this story and can save us and you time in the long run.

Concept: The concept must reflect; something you feel comfortable in playing and is productive. If possible, for beginning players and new players to London it is wise for your first concept to be outgoing and one that will easily be able to fit into several scenarios. This will help you to meet people so that you gain more role play, instead of less and then once you make characters that are less socially desirable you will know people who will play with you.

Non-Player Characters: Characters with high destiny.

Certain groups in the World of Darkness are not fit to be played, were designed for the StoryTellers to use or over the years players have repeatedly ruined the Characters. Due to this, the character types listed below will not be playable for a short period of time (hopefully September 2005) while we develop a way of dealing with players who will abuse these characters and ruin the fun of others:

Due to the above reasons, the other types of characters for this system will also be restricted:

Heavily Restricted: Wayward and Hermits.

You must get both the Gameline and Head StoryTeller to O.K. you for playing the above characters and have played at least one character in the room before, for at least 1month.

Slightly Restricted: Defender, Visionary and Martyr

These characters must be O.Ked by the Gameline StoryTeller and have very few to no errors, upon the sheet. These characters are open to first time players.

Unrestricted: Judge, Redeemer, Innocents, Bystanders and Avenger

These are open to everyone and anyone; be it a first time World of Darkness player or someone who has been around for years. Although, it is advised beginning players stick to this bracket of characters till they understand the system better.
