SUBJECT: Instructions for Reporting Work - Texas Division

Effective on October 13, 2003 on the Texas Divison only, System
Special Instruction Item 6, Work Order: Instructions for Reporting
Work, is changed in its entirety as indicated below.
Exception:  All tables in Item 6 will remain unchanged.

Item 6, Instructions for Reporting Work:
Conductors and Engine Foremen are responsible for reporting all
scheduled and non-scheduled or  supplemental work performed
during their tour of duty. Work Order Reporting System (WOR) ,
the Voice Train Reporting (VTR) System, Radio, Cellular Telephone,
and Telephone are the preferred methods of reporting. When
these methods are not available, reporting via FAX Machine is
authorized.  Timely and accurate reporting of work is the key
to maintaining current inventory and protecting revenue. When
the reporting method supports it (VTR, Radio, and Telephone),
work should be reported within 30 minutes of actual performance.

Include the following information when reporting:
Conductor or Engine Foreman's name
Train ID i.e. M CHIGAL1 21
Type of Work you are reporting i.e. Arrival, Departure, Pickup,
  Setout - etc.
Date and time work was completed
Station
Track number and direction on trackor position on train

Work Orders:
Work orders issued to trains and switch jobs will list all Scheduled
work.  Work Order documents will display work order codes as
outlined by customer or carrier for specific instructions to conductors
or engine foremen.  These will be located in the Special Car Handling
Instructions (SCHI) column or in the Scheduled Train column.

Train Work Order Package includes the following documents:
Train List and Profile
FRA 215.9 Mechanical Defective Cars List (if applicable)
Hazardous manifest (if train contains hazardous materials)
Track list of each track to be worked
Supplemental Work Order Form (for noting all nonscheduled work)

Reporting Methods: (Listed with the most desirable method
through the least desirable method)

Electronic Device - (Currently WOR) Applies to designated
jobs only and computer reporting does not require submission
of any written documentation.

Voice Train Reporting (VTR) - Trains required to use VTR
will have the requirement printed on their work order. VTR is
an automated voice reporting system and does not require
submission of any written documentation after completion of
reporting. Prior to using VTR for the first time, conductors
must pre-register their 7 digit employee number with the VTR System.

Work should be reported as soon as possible after completion in
accordance with current operating rules.  Methods of communications for
VTR are Mobile Radio Access System (MRAS), Telephone or Cellular
Telephone. Training materials will be available from your supervisor at
on duty points.

Radio, Telephone or Cellular Telephone Calls - to your
designated Service Support Specialist must include the
information listed under "Instructions for Reporting Work"
above.

FAX Machine - Faxing of documents to a Service Support
Specialist will only be necessary if the methods above are not
available, or when instructed by a Service Support Specialist
because of time constraints or to ensure that there is a clear
understanding of the work that was performed.  When faxing
work, a follow-up phone call to Service support is required.
This call is to verify receipt of the fax and to ensure that the
Service Support Specialist has a clear understanding of the
work performed.

Hours of Service:
Conductors or engine foremen should plan ahead and report
scheduled and unscheduled work before Hours of Service expire.
Conductors and engine foremen who relieve crews whose Hours
of Service have expired will be responsible for reporting work
performed during their tour of duty.
If a crew's Hours of Service expire and they are unable to report
scheduled or unscheduled work, the information must be passed
on to the relieving conductor, engine foreman or supervisor
who will be responsible to report work for the previous job.

Pick up in Block: - When picking up cars, enroute, trains
must pick up in block unless otherwise advised by train
dispatcher or in conflict with current train make-up instructions.

Note: The sentence over the display of "Reporting Codes" on page 10
will remain the same ("The following reporting codes will be
used to report work performed.").

The east limit is the west 7132 switch. The west limit is the
clearance point on the 7130 lead 100 feet east of the 7133 lead switch.

The east limit is the 7162 crossover switch. The west limit is the
clearance point on the 7133 switch lead 100 feet east of the
Roundhouse switch.
