TO ALL CONCERNED,

SUBJECT: Lafayette Subdivision

Gulf Division General Notice No. 216 is cancelled and reissued
issuing instructions concerning ETD delivery.

Conductors on inbound trains arriving Dayton, Texas upon tie-up will
deliver their ETD to the on duty Yardmaster.

KCS/BNSF INTERCHANGE TRACKS

All tracks at KCS Mossville Yard, Lake Charles, Louisiana are
designated KCS/BNSF - BNSF/KCS interchage tracks.

Crews should regrain from using 350-7565 unless there is a true
emergency.  They should use the following number:

TRANSPORTATION

At any point on the BNSF Lafayette Subdivision, if you do not have
transportation available at your on-duty time, you are to contact
the Lafayette Coordinator at 337-572-2508.  If you are unable to
make timely contact with the Coordinator, you are to contact the
Joint Corridor Manager at 281-350-7231 or 7232 for assistance.

NS COAL TRAINS

Crews called on duty at New Orleans for NS coal trains must check
fuel readings and give them to dispatcher before departing Marconni

EMPTY CEMENT HOPPER CARS

At Raceland Jct. empty cement hopper cars must not be brought on
trackage of BNSF Railroad without all door, both top and bottom
being closed.  This is necessary due to dry cement product dropping
from car and fouling switch points.

REQUESTING A MAIN TRACK IN AVONDALE

It is necessary for a crew member on arriving and departing trains
at Avondale to contact the UPRR yardmaster and request a main
track to operate on between West Bridge Jct. and Live Oak unless
there is work to be done in the Avondale yard.  In the event that a
main track is not available and the train must be operated through
the Avondale yard, it is no longer necessary to line the switches
behind the train entering or leaving the main track at Avondale.
Crews arriving NOPB Cotton Warehouse for outbound trains must
release the Renzenberger van at the NOPB Cotton Warehouse yard,
as it is no longer necessary to have a van to assist outbound trains at
Avondale.  Inbound trains will no longer need a Renzenberger van
at George street to assist and should have the van called to pick up
the crew at the NOPB Cotton Warehouse for transportation to
their lodging for rest.

OIL SPILL REPORTING REGULATIONS - LOUISIANA

Louisiana has its own hazardous substance and oil spill reporting
regulations.  These regulations require the immediate reporting
of any spill or release of a hazardous substance or listed
pollutant above a reportable quantity to State Police and DEQ.
Under no circumstances may this reporting occur later than one
hour after learning of the release.  The following additional spill
notification requirements also exits:

1.  Injury requiring hospitalization or any fatality;
2.  Fire or explosion which could reasonable be expected to effect
    the public safety;
3.  Exceeds the reportable quantity in any 24 hour period;
4.  If materials does not have an RQ, release exceeds
    - 100 pounds for flammable liquids,
    - 500 pounds for non-flammable liquids
    - 5,000 pounds of other materials;
5.  A continuing danger to life, health, or property at the place
    of incident or accident (e.g. Derailments);
6.  A spill of a hazardous waste into the environment;

7.  A spill of bulk pesticides into the environment;
8.  Estimated property damage, from the spilled material, of more
    than $10,000;
9.  An unauathorized discharge of a solid waste into the water, air,
    or land; and
10. Suspected releases from underground storage tanks must be reported
    within 24 hours and known spills and overfills from an underground
    storage tank system.

You may notify the Dispatcher who will make the required calls if
necessary.

TRAINS TRAVELING THROUGH BEAUMONT YARD


If the main line cannot be used for operating of trains through
Beaumont, track 2103 is a designated running track for trains
in and through Beaumont Yard.
