STRATEGIC ISSUES CATEGORIES
IN THE "SRILANKA" MNEMONIC


Note: A mnemonic is an aid to memory, such as an easy to remember code or formula.

S = Social and Intercultural Harmony
Equity in treatment and opportunity for persons regardless of gender, language, religion, race or physical disability. Promotion of tolerance of the views of others including their religious and political beliefs,. Equality of representation in government service for ethnic, religious and gender interests. Non-discriminatory policies and affirmative action policies where appropriate to remedy past inequalities and injustices. Facilitation of behaviour that promotes social harmony. Facilitation of access to services and employment that were previously beyond the reach of disadvantaged groups.


R = Relevance
The skills of graduates must be relevant to facilitating employability, and through their empoyment are then relevant to the economy, and the well-being of society.

I = Internal Management Capacity Development
The improvement in the performance of management and the organisation through policies of management development, organizational development and Total Quality Management. Policies that promote the better use of organizational resources. *The improvement of organizational efficiency and effectiveness. Concern to improve staff morale and motivation. Better budgeting. Optimized resource allocation and usage. Resources acquired or released from other activities benefit the entire program. Employment of bottom up approach to develop planning. Proponents of change proposals exercise initiative and display responsibility.

L = Leadership
Clarity about the mandate,vision and mission of the organization. Energy and enthusiasm and visibility of the top leadership. Sense of purpose and direction in the top leadership.

A = Academic Atmosphere
The promotion of: a collegiate atmosphere; a community of equals; a culture of learning; a willingness to experiment; an open mindedness; and the freedom to dissent. * Healthy relationship between staff and students, and among staff and among students. Transparency and accountability in all academic life. Spirit and motivation to work in all academic activities by all staff.

N = National Interest/Benefit
The effort after consistency with national policies and the pursuit of nationally-beneficial activities

K = Keeping Sustainability
Actions and policies to safeguard the continuation and sustainability of a service and its benefits.

A = Adeptness, Efficiency and Productivity (Access and Equity)
Similar to Internal Management Capacity Development, but at the task or function level. Concern to raise performance efficiency and effectiveness, and to promote productivity (including through measures of social justice relating to access and equity).
