What is mental retardation?

Mental retardation is a condition, not a disease.
One of every ten American families has a member with mental retardation.
More than 7.5 million people are identified as having mental retardation.
People with mental retardation can care for their needs and be educated and integrated into their communities.

Our Mission

People with mental retardation are citizens with the same rights and responsibilities as other citizens. They have the right to life, liberty, the pursuit of happiness and equal treatment under the law. People with mental retardation have the right to services and supports that meet their individual preferences and needs.

Based on these rights, The Arc believes that:

People with mental retardation are more like everyone else than they are different. Every person has abilities and limits. There is great diversity among all people.
People with mental retardation are people first. A disability should receive attention only when it is relevant and always in a respectful manner.
Efforts to prevent mental retardation do not demean any individual.
Any form of discrimination against individuals with mental retardation, singly or in groups, must be fought.
People with mental retardation have the right to make choices for themselves and have maximum control over their own lives. People with mental retardation should be supported in making contributions to their community.

The positions of The Arc provide direction for the achievement of these rights for people with mental retardation and related disabilities.
