CALL TO ORDER: President Marti Bodley called the meeting to order at 4:45 PM.
TREASURER'S REPORT: Reports for February and March were presented.
MINUTES: The minutes of the March 25 , 2003, were not available.
Marti will post a summary on the web page as they become available.
TRUSTEE REPORT: Was read. Notice of "No Meeting" to be included in the minutes binder.
OLD BUSINESS: The State Convention held on June 20 -22, 2003 in Tacoma. Number of delegates to send will be a budgetary determination.
Marti will disburse a copy of responsibilities of trustees to same.
Dan rented a safety deposit box for the local as required by the state; will send proof to the International Office regarding our Local's name change(from 176-C to 1845), and he will also check into higher interest investment accounts.
Steward training is being held in Oak Harbor on Saturday, May 3.
NEW BUSINESS: After the last negotiation meeting there was a road block in getting the disciplinary language we wanted; the current language and process was reviewed. Language has been presented modifying Article 19 aligning closer to a just cause process. The new language would allow a reasonable amount of time for problems to be corrected.
Also included in the modification is language against disciplinary action taken if a member within a department decides to run against an elected official-this is not a reason for discipline.
Membership FYI: If anyone is having a problem with their supervisor and the supervisor requests a meeting, don't hesitate to let the supervisor know that you want a union rep with you for the meeting. If a rep is not allowed, make sure the executive board is notified; other tactics that would be appropriate would be to ask for time to think about the discussion in that meeting and have an opportunity to respond in writing. There is also the possibility that once a rep is requested the meeting may not be held. Additional information will be available at the Steward Training.
James Trefry, Union Rep, Council 2, discussed the wage table with regard to longevity and best five years of pay tied to PERS. Next negotiation meetings are scheduled for May 8 and May 28.
The county has offered 2% COLA after the last session. An index formula (CPI/IPD) has also been discussed, as well as the wage table; the use of sick leave i.e. donating sick leave, family bereavement leave. A global settlement offer is expected at the 5/8/03 meeting.
