World
My world is the world outside your window, with a few exceptions. Two-fisted adventurers (Tarzan, Doc Savage) started showing up around WWI. By WWII, true super powered Heroes were appearing, Mostly by Mega Science. Groups fought on both sides. Mega Science accelerated after WWII, and in the early 60's Mutants began to appear. This is also the era when the first
"Super Villains" appeared. Most previous Supers had been in the Military or government, and this was the first time independent super powered beings appeared. In the 70's, several groups formed and disbanded in the major cities. There were some laws instituted to protect super powered crusaders, such as the "Mask" law. If a law enforcement official vouched for the identity of a witness, and he was publicly known to dress in the costume he appeared in court in, and had a positive media rep, he could testify masked. In the 80's, backlash from some of the more flamboyant 70's Villains (Disco man and Dream maker most importantly) caused an anti-mutant hysteria to sweep the country. There is currently a Mutant Registration Bureau which tries to get DNA and identity data on all mutants. They are armed with "Mutant Detectors" and high tech gimmicks. A Mutant Detector will detect any Stat that is above 25. That's how they define mutant.
Magic has also come back into the world. The atomic detonations at the end of WWII broke the inter-dimensional lock that was put into place in the 10th Century, and Magic is once again a force in the world.
Earth is a protected planet by the Galactic Federation, and Aliens landing here are subject to being hunted down and arrested by their enforcers. It still happens fairly frequently, however.
DC is the focus of the current campaign, and the last Super group disbanded about a year ago. Mr. Black, a shadowy figure, has grouped together a motley crew of Heroes, basically to baby-sit his Mutant daughter, and keep her out of trouble and, Incidentally, to fight crime.
