Colonel Rusty L. ‘Ling’ Lingenfelter is assigned as the Chief, Information Infrastructure Integration Division, Office of the Chief Information Officer/G6, United States Army. 

Colonel Lingenfelter was born in Decatur, Illinois. He graduated from Mt. Zion High School in 1981 and received Bachelor of Arts degrees in Psychology and Computer Science from Coe College in 1985 and 1986 respectively. He completed his Federal CIO certificate in 2000 and a Masters degree in Industrial Technology - Digital Communications from East Carolina University in May 2005.

His military education includes completion of Basic Training (Distinguished Graduate) in 1981, Airborne Course in 1983, Signal Officer Basic Course in 1985, Signal Officer Advanced Course in 1990, Combined Arms Services Staff School in 1993, the Command and General Staff Course in 1998, the Signal and Army Pre-Command Courses in 2001, and the United States Army War College in 2007.

Colonel Lingenfelter was commissioned a Second Lieutenant, Signal, in the Iowa National Guard upon completion of the University of Iowa Reserve Officers Training Corps curriculum on December 16, 1983. His early assignments included platoon leader, executive officer and Commander, Company A (formerly Company C), 234th Signal Battalion as well as various assignments on the Operations staff.  Following these assignments, he served as the Signal Officer for the 2d Brigade, 34th Infantry Division. His full-time assignments have included Training Technician, Assistant Operations Officer and Officer in Charge for the 234th Signal Battalion. While assigned to the State Headquarters, Colonel Lingenfelter was assigned as the Reserve Component Automation System Project Officer and as Deputy Chief of Staff for Information Management. He was transferred to the National Guard Bureau where he served as Chief, Systems Engineering Branch and as Chief, Communication Operations Branch for Army Information Systems. In September 2001, he was assigned as Commander, 234th Signal Battalion. During the period from June 2003 to May 2004 the 234th Signal Battalion deployed to Iraq in support of Operation Iraqi Freedom. In October 2004, he left command to assume duties as Deputy Director, Enterprise Systems Technology Activity (ESTA), Network Enterprise Technology Command (NETCOM) and 9th Army Signal Command (ASC) in Arlington, VA.  He remained in that position until July 2006 when he assumed his current position.

Awards and decorations which Colonel Lingenfelter has received include the Legion of Merit, the Bronze Star, three Army Meritorious Service Medals, four Army Commendation Medals, four Army Achievement Medals, six Army Reserve Components Achievement Medals, two National Defense Service Medals, the Iraq Campaign Medal, the Global War on Terrorism (GWOT) Service Medal, two Armed Forces Reserve Medals, the Army Service Ribbon, two Reserve Components Overseas Training Ribbons, two Iowa Recruiting Ribbons, the Iowa Commendation Medal, the Iowa National Guard State Service Ribbon, the Tennessee Commendation Medal and the Parachutist Badge. He also wears the Meritorious Unit Citation awarded to the 234th Signal Battalion for meritorious achievement during Operation Iraqi Freedom.

He is a member of the National Guard Association of the United States, Iowa National Guard Officers Association, the Armed Forces Communication Electronics Association, the Signal Corps Regimental Association, the Association of the United States Army, the National Guard Bureau Alumni Association, the Sigma Nu Alumni Association and the Coe College "C" Letterman's Club.

He resides in Fort Belvoir, VA with wife Diane, and children, Lee, Jay and Margret.
