In Shoap's four years, the rate of crimes per 100,000 residents dropped steadily from 4,171 in 2001 to 3,568 in 2003, then jumped up to 3,790 in his last year in unincorporated Lee County. The rate, which includes murder, rape, robbery, aggravated assault, burglary, larceny and motor vehicle theft, remained about the same through Scott's first two years, before jumping to 4,059 in 2007. Scott has to be happy about the latest numbers, showing major crimes down in the first six months of 2008 by 9 percent compared with the first six months of last year. But crime has become an increasing concern in some of the sheriff's areas, especially Lehigh Acres, center of Scott's high-profile campaign against grow houses.
