1.0 APOLOGIES
Apologies were received from Mrs R Harris, Mr R Hollywood and Mrs L Wingate.
2.0 MINUTES
The minutes of the previous meeting were approved and signed as a true record.
3.0 MATTERS ARISING
Minute 5.0 (public session brought forward): Mr Hobbs, resident in Bluehouse Lane, telephoned the Clerk to report that the debris in the verges along Bluehouse Lane from Granville Road to Limpsfield Grange school had been cleared. He wished to thank the Parish Council for its efforts in pursing this matter with SCC Highways on behalf of the residents. An e-mail was also received from Mr Stone confirming the same, but pointing out that the brambles had not been cut back and were still presenting a problem. Clerk to chase highways. Action: Clerk
Minute 5.0 (Chairman's report) final paragraph: the Clerk had discussions with Mary Foster and Marcus Dode in respect of the combined parish councils' bid for the parish transport grant. It was agreed that the parish council, in addition to being given two books of vouchers valued at £154.00 each for the use of Limpsfield parishioners, would be able to publicise the TandridgeTaxi Voucher Scheme in the parish newsletters if it agreed to join in the bid. The cost to the council of joining the bid would be £333 spread over 2 years. Resolved: that the Clerk should write to Marcus Dode confirming Limpsfield Parish Council's willingness to be included in the joint bid for a grant from the Countryside Agency.

4.0 COUNTY & DISTRICT COUNCILLOR REPORTS
There were none received.
5.0 CHAIRMAN'S REPORT (including correspondence)
Corrrespondence:
· Response from Mrs S Goad declining the invitation to speak at the Annual Parish Meeting.
· TDC - procedural timetable for the forthcoming Parish Council Elections. Clerk has requested nine nomination packs. The Chairman hoped that all members would be willing to stand again for another term.
· SVSC - Village of the Year Competition to cease running.
· Comments on the Tandridge Community Strategy
· TDC - Draft criteria for identifying buildings of character. Comments by 7 March 2003. Action: AW.
· TDC - invitation to Chairman's Seminar on Thursday, 3 April 2003, in the Council Chamber, Council Offices, Oxted, at 7.15 pm. The seminar topic will be building conservation. CW/AW to attend.
The Chairman was pleased to confirm that Mr Pat Richbell had agreed to talk about Titsey Place at the Annual Parish Meeting in March.

Access may be hazardous.

6.3 Highways
CW reported on discussions with Colin Hall following the agreement at the last meeting to survey Bluehouse Lane residents' wishes in respect of a footpath and traffic calming scheme at the eastern end of the lane (minute 5.0 public session). Colin Hall advised that SCC Highways were planning to carry out a similar survey and has requested that Charlie Marsh contact the parish council so that a single survey can be carried out to serve both Highways and the parish council
The next transportation and highways meeting of the Tandridge Local Committee will be held at 2.30 pm on 19 February 2003, at Tandridge District Council Offices. CW to attend.
JJ informed members that highways faults (street lighting, potholes, damaged signs etc) had been successfully reported and dealt with via the Surrey County Council website: www.surreycc.gov.uk, (select Roads & Transport and then Highway Problems & Enquiries).
Parking problems are still being experienced in Water Lane and Pastens Road.
Post meeting note: in response to a query about South Tandridge Speed Limits, agreed changes will be introduced by 31 March 2003. These include new 40mph and 50mph limits on the Kent Hatch Road and roads in the Limpsfield area.
6.4 Publicity
The Chairman thanked BA for producing an excellent Annual Report.
6.5 Trees, Village Green & Parish Office
The Chairman reported on behalf of RHo that the dehumidifier had now been installed in the parish office and the electrical works had been carried out. A quote is awaited for the interior decoration. The additional cost for the dehumidifier was £5.01.
RHo did not recommend putting a commemorative plaque on the wall of the parish office as this might attract unwanted attention to the office.
7.0 REPORTS FROM REPRESENTATIVES ON OUTSIDE BODIES
7.1 Limpsfield Common
Mark Richards reported that the air raid shelters behind Limpsfield School had now been cleared of vegetation and that it was the Trust's intention to tidy up the area adjacent to the traffic lights in Limpsfield High Street.
Members asked Mark to look into the problem of horse riders not keeping to the Bridleways on the common.
7.2 Limpsfield School
CH's term of office as a Governor at Limpsfield School finishes on 11 May 2003. The parish council will need to appoint a replacement by this time.
7.3 Police Community Partnership Group
AW reported on a very constructive meeting that had been held at St Peter's Church Hall, Limpsfield on 23 January 2003.
8.0 PUBLIC SESSION
There were no members of the public present.
9.0 FINANCE
HLB AV Audit has concluded the audit of the Council's accounts for the year ended 31 March 2002. The Notice of Conclusion of Audit has been displayed in accordance with the Accounts and Audit Regulations 1996.
The only issue arising from the audit was that the Council had not arranged for an Internal Auditor to check that its activities had been properly carried out and recorded. This requirement was only introduced in March 2002 and it was not, therefore, possible to comply with it. The Council appointed its internal auditor, Mr David Bell, on 23 September 2002 and HLB AV Audit will be notified accordingly.
The audit fee is £141.00 (including VAT).
The Council's concerns about the requirement to appoint an internal auditor have been forwarded to the Office of the Deputy Prime Minister in response to a recent consultation. These concerns have been acknowledged. Amendments to the Regulations should come into effect by 1 April 2003 (although there is no indication what the amendments will be). Mr P Ainsworth has also been kept informed and has requested to be notified of any developments.
The overdue invoice from the Audit Commission in respect of the 2000/01 audit was received this month. An allowance for this amount was included in the council's budget.

The internal audit was approved and signed by the Chairman and the Responsible Financial Officer.

It was reported that Mrs M Bell was organising a Lent litter pick up in Limpsfield to support the Bishop's Lent Appeal.
