Minutes of the Meeting held on Tuesday, 1 July 2003, in the school hall, Limpsfield CE Infant School, Limpsfield at 7.30 pm

1.0 APOLOGIES
Apologies were received from Mr C Walker and Mr J Jensen. Mr B Alexander gave notice that he would be arriving late to the meeting.
Mrs A Williams chaired the meeting in the absence of the Chairman, Mr C Walker.
2.0 MINUTES
The minutes of the previous meeting were approved and signed as a true record.
3.0 MATTERS ARISING
The Clerk has received the Encams clean-up pack from TDC.
4.0 PUBLIC SESSION
There were no members of the public present.
5.0 MEMORIAL PLAQUE
The Chairman reported that Mrs A Hollywood had expressed a wish for a bench to be installed in the village in memory of Roger Hollywood. The Clerk has written to TDC to request permission to install a bench on the triangle of land adjacent to the memorial stores.
6.0 COUNTY & DISTRICT COUNCILLOR REPORTS
There were none received. Mr C Hall contacted the Clerk to notify his intention to attend the September meeting of the council.

8.0 PARISH COUNCILLORS' REPORTS
8.1 Rights of Way
· SCC - Rights of Way Progress Report 2002/03 (LW).
· SCC - copy of Notice of Direction to Remove Encroaching Crop on PF 219 served upon Mr J Downing, Wintersell Farm, Dwelly Lane.
· SCC has indicated that broken stiles will continue to be replaced by kissing gates where feasible and financially viable on an ongoing basis. LW reported that the stiles on footpath 604 are now obsolete and could be removed by the landowner.
8.2 Planning

· Mono Consultants Ltd - pre-application correspondence for a Vodafone facility at Black Robins Farm, Grants Lane.
· Copy of letter sent by Mr & Mrs D Ferguson to Mr C Morley, Project Manager, NCH Pastens, Pains Hill, Limpsfield.
· Planning & Compulsory Purchase Bill 2002. Clerk to write to Nick Skellett in support of Surrey County Council's stance on the bill, but expressing the Parish Council's view that planning applications for schools and other County Council owned properties should be subject to the same planning constraints and district authority control as other planning applications. TA/2003/926 GREENFIELD COTTAGE, PAINS HILL, LIMPSFIELD. EXTENSIONS TO PART OF EXISTING ROOF TO PROVIDE ADDITIONAL ACCOMMODATION WITHIN ROOF SPACE.
Mr J Pannett declared an interest in the following application. JP then addressed members speaking as a representative of the Pastens Road Residents' Association. The Chairman read out a copy of Mr C Hall's e-mail to Mr R Evans regarding this application.
TA/2003/809 PASTENS RESIDENTIAL CARE HOME, PASTENS ROAD, OXTED. CONSTRUCTION OF CAR PARK PROVIDING 10 SPACES WITH NEW ACCESS TO PASTENS ROAD AND ERECTION OF 1.8M HIGH REPLACEMENT CLOSEBOARDED FENCE. Members were in support of the application subject to an "informative" being placed on file that there should be no further development of NCH Pastens without planning constraints.

TA/2003/864 HATCHERS COTTAGE, DWELLY LANE, EDENBRIDGE. ERECTION OF SIDE CONSERVATORY. Object on the grounds that this small cottage has already been increased in size by some 70%.
TA/2003/938 BOULTHURST FARM, PAINS HILL, OXTED. CHANGE OF USE AND ALTERATIONS TO AGRICULTURAL BARN TO PROVIDE EDUCATIONAL ART STUDIO WITH ANCILLARY FACILITIES. 8.3 Highways
Correspondence:
· SCC - Consultation on the possible closure of White Lane, Titsey. The first task group meeting will be held on Wednesday, 9 July 2003, 10.00 am - 12 noon in the Lyndsay Narcisi Room, Tandridge District Council offices. Members were in agreement that RH should put forward the recommendation to make White Lane one way only 'down' the Lane. Action: RH
· Bluehouse Lane verges: Keith Masters, TDC Amenity Services, has written to Cllr P Langham about the frequency of street sweeping in Bluehouse Lane.
· Bluehouse Lane traffic calming - Colin Hall is trying to set up a new task group to concentrate on the eastern end of the lane. It was agreed that the Clerk should write to the Local Committee highlighting the need to address safety issues in Bluehouse Lane as a matter of urgency.

· The leaning traffic light in Wolfs Row has been reported to highways twice.
· RH raised the problem of HGV's using Featherbed Lane. It was agreed to write to Highways recommending "unsuitable for HGV traffic" notices be installed where appropriate.

· Members expressed concerns about safety at the new mini roundabout at the top of Titsey Hill. Clerk to write to highways requesting that these be taken into account when the safety audit is carried out. Action: Clerk
· The parish council's attention has been drawn to the fact that rubbish sacks are being removed from dustbins and gathered together at one collection point in the road for a later pick up by the dust cart. Bags are splitting on the way to the collection point where they are sometimes left for periods of up to 3 hours during which time animals are often attracted to them spreading rubbish about. Clerk to query this new practise - formerly rubbish was collected in one clean, co-ordinated process.

· The hedges along the boundary of the Limpsfield Lawn Tennis Club and Limpsfield High Street are overhanging the pavement. Clerk to write to LLTC requesting these to be cut back.

8.4 Publicity
Taxi vouchers have been received. An editorial for the village newsletters has been given to BA and JJ.

8.5 Trees, Village Green & Parish Office
Drinking fountain: the Clerk has requested Kavbro to repair the roof, the broken seats and tap and to assess whether guttering can be installed. Post meeting note: Kavbro chased again 10/7/03.

9.0 REPORTS FROM REPRESENTATIVES ON OUTSIDE BODIES
9.1 Limpsfield Common
AW welcomed Mark Richards to the meeting. Concern about dog fouling on the common was raised at the recent AGM of the Commons Committee. There is no easy solution to this problem. The Greensand Way is currently being resurfaced using sandstone from the local quarry. The National Trust is trying to stop homes backing onto West Heath dumping garden rubbish on the common. It has also been noted that tarmac has been laid without permission on sections of the track across the common. This is being taken up with the planning enforcement department. Measures are being looked at to prevent damage to verges by cars travelling along Brick Kiln Lane.
9.2 Limpsfield School
The Clerk reported on behalf of JJ that Mrs R Moore has been appointed head teacher to the school with effect from January 2004. Mrs R Moore had previously taught at the school. Fifteen laptop computers and a projector have been ordered for the school using monies raised by the Limpsfield School Association.
The children had enjoyed been taken out onto the common by Mark Richards to study trees and hedges.
9.3 Police Community Partnership Group
The next meeting will be held at the Bluehouse Lane Social Centre at 8.00 pm on 9 July 2003.

10.1 Approval of the Statement of Assurance section of the Annual Return for the accounts year ended 31 March 2003. Members approved the Statement of Assurance which was certified by the Chairman and the Clerk.
