1.0 APOLOGIES There were no apologies for absence.
The Chairman announced the sad news of the death of Mr Roger Hollywood. A minute's silence was held.
2.0 MINUTES
The minutes of the previous meeting were approved and signed as a true record.
3.0 MATTERS ARISING
Minute 9.0 Public Session: the Clerk has written to the relevant householders regarding overhanging foliage on the A25 Westerham Road and has advised Mr Bristow accordingly. A letter of acknowledgement has been received from Mr Bristow.
4.0 PUBLIC SESSION
The Chairman welcomed Mr Dove to the meeting and allowed him to express his concerns about planning application TA/2003/681 The Cottage, Little Shepherds, Kent Hatch Road, Limpsfield.
5.0 COUNTY & DISTRICT COUNCILLOR REPORTS
There were no reports received.
6.0 CHAIRMAN'S REPORT (including correspondence)
Corrrespondence:
· Surrey Community Action - invitation to subscribe. Declined.
· Tandridge Access Group - invitation to AGM on 3/6/03. Declined.
· DEFRA - letter announcing the Good Councillors Guide. Clerk to source copy.

· LCAS - newsletter no 17 June 2003.
· SCC - review of progress in developing Local Committees. Survey to be returned by 14/6/03.

· SCC - agenda for Local Committee meeting to be held on Friday, 6 June 2003, at 10.15am at the Council Offices, Oxted. Members expressed concern about monies being spent on consultations rather than actual projects. Clerk to convey this view to the Local Committee.

· Surrey Rail Forum - minutes of meeting held on 8/4/03.
· P Ainsworth MP - letter acknowledging copies of PC letters re the Gatwick Airport Development consultation and the Environment Agency's Time & Tide publication.
· TDC - information about Encams "Clean Up" competition 2003. Agreed to request 'clean-up pack'. Action: Clerk

The Chairman emphasised the need for members to walk the footpaths in their areas and to report any problems to LW. Action: ALL MEMBERS

TA/2003/693 COMFORTS ORCHARD, GRANTS LANE, LIMPSFIELD. ERECTION OF DETACHED TRIPLE OPEN-FRONTED GARAGE.
TA/2003/744 HEATHERCROFT, CHAPEL ROAD, LIMPSFIELD. REMOVAL OF PITCHED ROOF WITH FIRST FLOOR DORMERS AND ERECTION OF NEW FIRST FLOOR EXTENDING OVER EXISTING GARAGE ALL WITH PITCHED ROOF AND FRONT AND REAR ROOF CANOPIES.
Concerns
TA/2003/600 HAZELWOOD SCHOOL, WOLFS HILL, LIMPSFIELD. DEMOLITION OF PART OF EXISTING SHED & ERECTION OF REPLACEMENT BUILDING FOR MACHINERY/TRACTOR STORAGE. No objection on the understanding that it is not visible from the surrounding countryside.
TA/2003/617 HAZELWOOD SCHOOL, WOLFS HILL, LIMPSFIELD. DEPOSIT OF SOIL EXCAVATED IN CONNECTION WITH APPROVED SPORTS HALL DEVELOPMENT TO CREATE 2 ADDITIONAL LEVEL, GRASSED PLAY AREAS. Concern that large soil deposits may cause wash down or landslip problems in the future. Additionally, some trees may be adversely affected and these are important visually from the south.
Objections to
TA/2003/621 THORNHILL SCHOOL, WESTERHAM ROAD, LIMPSFIELD. ERECTION OF DETACHED DOUBLE GARAGE. Object to siting of new garage some distance from the main dwelling. Query whether integral garage has been converted without planning permission. Also object to the development of driveways that have been built without planning permisson.
TA/2003/626 LAND AT CLACKET LANE SANDPIT, CLACKET LANE,TATSFIELD. TEMPORARY USE OF LAND FOR THE MANUFACTURE OF TOPSOIL FROM IMPORTED COMPOST AND SUBSOIL FOR THE FINAL RESTORATION OF CLACKET LANE SANDPIT. (COUNTY DETERMINATION). Request development to be limited to 6 months involving 100 vehicle movements a day. Request condition prohibiting vehicle movements along Limspfield High Street, Titsey Hill and lanes in the south of the parish.
TA/2003/681 THE COTTAGE, LITTLE SHEPHERDS, KENT HATCH ROAD, LIMPSFIELD CHART. ERECTION OF TWO STOREY EXTENSION TO SOUTH ELEVATION. Contravenes policy RE8.1 of the local plan - disproportionate addition over and above the size of the original dwelling. May also contravene policy RE8.4. loss of a small dwelling.
TA/92/598/R1 MOORHOUSE, MOORHOUSE ROAD, WESTERHAM. CONVERSION OF REDUNDANT STABLE BLOCK TO THREE BEDROOM DWELLING. (RENEWAL).
TA/2003/630 LAND AT REAR OF, 6 DETILLENS LANE, LIMPSFIELD. DEMOLITION OF EXISTING GARAGE; ERECTION OF 3-BED DETACHED CHALET BUNGALOW WITH DETACHED DOUBLE GARAGE AND DETACHED DOUBLE GARAGE SERVING NO. 6; WIDENING OF EXISTING ACCESS. Reiterate objections to previous application that it is overdevelopment of the site, adding that the increased height of the property in the latest application will make it taller, more visible and more un-neighbourly than before.
TA/2003/694 CLEMENTSDENE, 88 BLUEHOUSE LANE, OXTED. DEMOLITION OF EXISTING NURSING HOME AND ERECTION OF ONE BLOCK OF 6 x 2-BED & 4 x 1-BED FLATS (TOTAL 10 UNITS) TOGETHER WITH ASSOCIATED BASEMENT PARKING (11 SPACES) AND PARKING AREA (4 SPACES) WITH ACCESS FROM BLUEHOUSE LANE. Object on the grounds that it is a large development which is out of keeping with neighbouring properties. It is unsightly from the rear.

TA/2002/P/1960 Land at rear of 6 Detillens Lane, Limpsfield. Demolition of existing garage; erection of 3-bed detached bungalow with detached double garage and detached double garage serving No 6; widening of existing access.
Planning Approvals
TA/2003/385/TPO 14 Brassey Hill, Limpsfield. Tree works.
TA/2003/368 44 Granville Road, Limpsfield. Demolition of existing lean-to and erection of single storey front infill extension.
8.3 Highways
RH and JP reported potholes in Grants Lane, to the south and north of the junction with Short Lane respectively. LW reported a leaning traffic light column at the Wolfs Row junction with the A25 Westerham Road. Clerk to inform highways. Action: Clerk
Correspondence:
· Copy of response by Mr C Morley, Project Manager, NCH Pastens, to Mr J D Ferguson's letter of 7 May 2003.
· Surrey Police - reply to Parish Council letter regarding cars obstructing pavements in Limpsfield village and on Pebble Hill. Pavement marking falls within the remit of Surrey Highways, to whom the letter has been referred. Clerk to follow through with Highways. Action: Clerk
· E-mail from Mr M Stone regarding Bluehouse Lane verges.
· Complaints have been received about the obstructed footpath in Limpsfield High Street opposite St Peter's Church. Clerk has already taken up with Highways.
· A copy of the filed plan in respect of the triangle of land between Detillens Lane and the A25 Westerham Road has been received.
8.4 Publicity
BA to supply details of the new appointments to the parish newsletters for publication.
8.5 Trees, Village Green & Parish Office
Members were in agreement that a memorial plaque in recognition of Mr Roger Hollywood's contribution to the parish of Limpsfield should be installed on either the drinking fountain or the parish office. CW to discuss with Mrs Hollywood. Action: CW
9.0 REPORTS FROM REPRESENTATIVES ON OUTSIDE BODIES
9.1 Limpsfield Common
There was nothing to report.
9.2 Limpsfield School
The Chairman confirmed that the Council would be appointing Mr J Jensen to the post of Governor at Limpsfield School. Clerk to write to the Board of Governors. Action: Clerk
JJ reported that more applications had been received by the school for the post of Head teacher.
9.3 Police Community Partnership Group
There was nothing to report.
10.0 FINANCE
10.1 Grants - Master Park Management Committee Resolved: to grant the sum of £100 towards the purchase of a covered litter bin for Master Park.
10.2 Subscriptions - Open Spaces Society. Resolved: to renew annual subscription at a cost of £27.50.
