Minutes of the Meeting held on Tuesday, 2 September 2003, in the school hall, Limpsfield CE Infant School, Limpsfield at 7.30 pm

1.0 APOLOGIES

Apologies were received from Mr Brian Alexander and Mr Jonathan Jensen.

2.0 MINUTES

The minutes of the previous meeting were approved and signed as a true record. The Chairman thanked Angela Williams for chairing the previous two meetings on his behalf.

3.0 MATTERS ARISING

CW agreed to speak to John Tolley regarding the installation of a bench on the land adjacent to the Memorial Stores. Action: CW

4.0 PUBLIC SESSION

The Chairman welcomed Mr Loughborough to the meeting. Mr Loughborough expressed concern about poor visibility when exiting his driveway in Limpsfield High Street owing to parked cars. Whilst sympathising with his problem, members recommended that he should contact Surrey County Council Highways at the council offices to request that roadside markings be painted to ensure vehicles parked at a safe distance either side of the driveway.

5.0 CO-OPTION OF PARISH COUNCILLOR

The Chairman welcomed David Marnham to the meeting. It was unanimously resolved to co-opt David Marnham to the post of Parish Councillor. In order to give Mr Marnham an opportunity to study the Model Code of Conduct, it was agreed that he should sign the Declaration of Acceptance of Office in the presence of the Chairman prior to the next meeting. 6.0 COUNTY & DISTRICT COUNCILLOR REPORTS

The Chairman welcomed Mr Colin Hall to the meeting. Members thanked Mr Hall for the unstinting support he gave to the Parish Council.

Mr Hall shared the Parish Council's concerns about the lack of progress regarding the Bluehouse Lane footpath. Mr Hall recommended inviting Mr Skellett to the next meeting of the Council to discuss the issue. Agreed. Action: Clerk

Mr Hall reported that a Government Assessment Team was currently taking up a lot of officer time at the District Council.

From April 2004, on street parking will be decriminalised and councils will be responsible for enforcement. Studies have shown that the low density of parking in Oxted will not prove cost effective to police on its own. It is proposed to work in conjunction with Reigate and Banstead for a trial period of 18 months whereby their wardens will also enforce parking restrictions in Oxted and Limpsfield.

TDC stiffened up its response to the Government Consultation on the Future Development of Air Transport in the South East. It emphasised that the infrastructure was not in place for Gatwick to be expanded.

8.3 Highways

Correspondence:

· A copy of the written response to the questions asked at the Local Committee meeting on 18 July. The Local Transport Plan Advisory Group will place the question regarding Bluehouse Lane safety on the agenda for its meeting on 22 July and will report back to the Local Committee with the results of its discussion on 26 September. Regarding the proposed traffic survey to be carried out in Woodhurst Lane in 2004/5, it was agreed to write emphasising that monies should be spent on implementing remedial schemes, not endlessly researching them. Action: Clerk

· The Clerk has written again to SCC regarding HGVs travelling down Featherbed Lane.

· Members expressed concerns about the proposed widening of the M25 to four lanes. It was agreed to write to the Highways Agency to insist that additional noise reduction measures are drawn up simultaneously with road widening plans. Action: Clerk

8.4 Publicity

There was nothing to report.

8.5 Trees, Village Green & Parish Office

The Chairman confirmed that the interior decoration of the parish office was nearly finished.

KAVBRO have repaired the roof tiles on the drinking fountain. Seeboard has still not collected the rubbish dumped in its enclosure next to the drinking fountain.

9.0 REPORTS FROM REPRESENTATIVES ON OUTSIDE BODIES

9.1 Limpsfield Common

The Chairman read out a report from Mark Richards. Improvements have been carried out to the surface of the Greensand Way as it runs through Happy Valley. The work was partly funded by Surrey County Council Rights of Way.

Mark is trying to collect as much local history information about the common as possible. He can be contacted on 07770 88 76 79.

9.2 Limpsfield School

There was nothing to report.

9.3 Police Community Partnership Group

The next meeting of the PCPG is on Wednesday, 15 October 2003, at St Peters Church Hall, High Street, Limpsfield. The Assistant Chief Constable of the Surrey Policy will be attending.

10.0 FINANCE

10.1 HLB AV Audit has concluded the audit of the Council's accounts for the year ended 31 March 2003. The Notice of Conclusion of Audit has been displayed in accordance with the Accounts and Audit Regulations 2003. There were no issues arising from the audit.

The audit fee is £141.00 (including VAT).

The Chairman thanked the Clerk for the accuracy of the accounts.

10.2 Grants

East Surrey Community Mediation. Resolved: to grant the sum of £100 under s137 of the LGA 1972 and to demonstrate the parish council's commitment to s17 of the Crime & Disorder Act 1998.

Members were in agreement that JP should reply to the Minerals Replacement Plan consultation on behalf of the parish council. Deadline for comment 30 September 2003. Action: JP

The next meeting will be held on Tuesday, 7 October 2003.
