1.0 APOLOGIES

2.0 MINUTES
The minutes of
the previous meeting were approved and signed as a true record.
3.0 MATTERS ARISING
Minute 11.2 Diocese/St Peter’s Church land swap update: the public meeting scheduled for Tuesday, 1
June 2004, has been cancelled.
4.0 PUBLIC SESSION
There were no questions from the floor.

7.0 PARISH COUNCILLORS’ REPORTS
7.1 Allotments Committee
Pursuant to Section 1(2) of the Public
Bodies (Admission to Meetings) Act 1960, it is resolved that, because of the
confidential nature of the business to be transacted, the public leave the
meeting during consideration of agenda item 6.1 Allotments Update which will be
discussed in Part II of the meeting after agenda item 9.0.
7.2 Parish Plan Committee
CW reported that three more volunteers had come
forward. It is intended to use the
Tandridge District Council display vehicle at the St Peter’s Village Fete on
Saturday,19 June 2004. A large scale map
will identify all the roads in the parish and visitors to the stand will be
invited to answer questions or put forward suggestions to help formulate a plan
for the future of Limspfield. The
Parish Plan will also be publicised at the British Legion Community Fun Day on
Sunday, 20 June 2004.
7.3 Rights of Way
AW
reported that a tree was blocking the footpath behind the cottages in Wolf’s
Row.

7.5 Highways
DM
declared an interest in the following discussion about parking at Hazelwood
School.
RH reported on
the site meeting held with the Bursar and one of the Governors of Hazelwood
School to discuss the parking problems in Wolf’s Hill. There are 70 car spaces within the grounds. It is unlikely that the Planning Authority
will allow an increase in this number owing to the Safe Routes to School Policy
which encourages car sharing, travelling by bus or walking to school. The school did invest in two buses but only
one now remains owing to lack of take up of places. A member of staff hurries parents along with the morning drop off
to allow access to more cars in the car park.
The school is looking into the possibility of opening up a back entrance
into the school off Pollards Wood Hill for sports’ day. A Safe Routes to School meeting is being
held at the school next week. JP
suggested that painting passing bays on the road to manage the parking problem
might alleviate the congestion. It was
agreed to write to Highways to request passing bays. Action: Clerk
JP reported that
Edenbridge Golf Club had erected a number of signs on Limpsfield Common to
promote a special event. It was agreed
to inform the Golf Club that it was not allowed to display signs on the common
or beside the Highway. Action: Clerk
RH expressed
concern about the dangerous traffic speeds along the Caterham Bypass and the
dangerous traffic light junction with the Croydon Road where the southbound
traffic has to join the fast lane of the dual carriageway. AW agreed to look into these concerns. Action: AW
The Clerk received a telephone
call from Graham Jacobs, Principal Engineer SCC Highways, regarding the undulations
in Titsey Road. A separate bid has been
put forward for funding to repair roads based on gault clay where subsidence
has occurred. Highways does not yet
know if the bid for Titsey Road will be successful but will continue to monitor
the situation.
7.6 Publicity
BA asked the Clerk to
forward the new list of councillor responsibilities to the St Peter’s and Chart
Newsletters. Action:

7.7 Trees & Parish Property
The bench and bollards have now
been installed by Kavbro. Resolved: to allocate £300 from the Parish Council
‘grants’ budget towards the cost of landscaping the area adjacent to the
Memorial Stores.
It was agreed to ask Old Oxted
Landscapers to provide a quotation to include cutting the grass around the
Pound and Parish Office at the same time as the village green.
8.0 REPORTS FROM
REPRESENTATIVES ON OUTSIDE BODIES
8.1 Limpsfield
Common
The Annual Meeting of the Friends
of Limpsfield Common heard an interesting talk by Gail Sperrin from the Surrey
Hills Partnership which works closely with the National Trust.
8.2 Limpsfield
School
JJ reported that the school is
moving ahead with the move from six to five classes from September. It is unlikely to return to six classes in
the foreseeable future owing to lack of Government funding.
8.3 Police Community

There was nothing to report.
9.0 FINANCE
9.1 To approve the Statement of Accounts for the
year ended 31 March 2004.
The RFO presented the Receipts & Payments Account and
Account Summary for the year ending
31 March 2004. The
accumulated fund as at 31 March 2004 is £6030.
An election reserve of £1,000 and a minute binding reserve of £100 have
been made, leaving a general fund for the coming year of £4,930.
The Parish Council approved the Statement of Accounts
2003/04 and adopted them subject to audit.
9.2 Grants – Master Park Management Committee. Resolved: to grant the sum of £150.00 under s137 of the LGA 1972 towards the
cost of supplying security grills for the cricket pavilion.

10.0 ANY OTHER BUSINESS
JP gave a
thorough report of the recent site visit to the Moorhouse Sandpits conducted by
Strutt & Parker. JP agreed to
prepare a written report of the visit to be kept on file for future reference.
Action: JP
LW reported on the Fair Trade Day held recently which was well organised
and well attended. It is likely that
Oxted will become a ‘Fair Trade Town’.
