Minutes of the Meeting held on Tuesday, 2 December 2003,  in the school hall, Limpsfield CE Infant School, Limpsfield at 7.30 pm

1.0 APOLOGIES

There were no apologies for absence.

2.0 MINUTES

The minutes of the previous meeting were approved and signed as a true record.

3.0 MATTERS ARISING

AW reported back on the Local Agenda 21 meeting about the 'Adopt a Street' initiative. Parishes shared information on schemes undertaken to improve the appearance of the neighbourhood such as litter picking, graffiti cleaning and community composting. Tatsfield offered the use of their litter picking equipment for the next Limpsfield litter pick.

Minute 5.4 - Sandpit north of the A25: JP asked the Clerk to find out from the original planning consent what the agreed programme of restoration was for the sandpit. Action: Clerk

4.0 PUBLIC SESSION

The Chairman was pleased to accept Mr Ron Bristow's offer to represent the Parish Council on the new Area Passenger Transport Consultative Group. The Group has been set up to deal with local transport issues including the rail and bus networks.

5.0 COUNTY & DISTRICT COUNCILLOR REPORTS

There were none received.

6.0 CHAIRMAN'S REPORT (including correspondence)

Allotments update:

· Letter from the Plumber's Arms Allotment Association (PAAA) attaching a list of signatures of some of the members who wish to have use of allotment land, preferably on the current site.

· Copies of correspondence sent by P Ainsworth MP to the Rt Hon Keith Hill, Minister for Housing and Planning, and Mr David Innes, Titsey Estate.

It was agreed to write to Mr Ainsworth requesting sight of the replies to his letters. It was also agreed to purchase Paul Clayden's book 'The Law of Allotments' available from Shaw & Sons at a cost of £18.95. Action: Clerk

Corrrespondence:

· Area Passenger Transport Consultative Groups - draft Terms of Reference for consideration and comment by the end of December 2003.

· Surrey Rail Forum - date of next meeting Thursday, 22 January 2004 at County Hall, Kingston upon Thames at 10.30 am. Note: the Surrey Rail Forum's current role in considering local rail matters will be devolved to the three new Area Passenger Transport Consultative Groups. The Surrey Rail Forum itself will continue to meet on an ad hoc basis to discuss rail matters of strategic, countywide importance in line with its original remit.

· Godstone Parish Council - letter requesting items for discussion by 31/12/03 for the next joint meeting between the Tandridge Local Committee, District and Parish Councils scheduled for March/April 2004.

· Department for Transport - acknowledgement of PC letter condemning Redhill airport proposal. Ministers aim to publish the White Paper setting out the Government's conclusions by the end of the year.

· SCC - consultation on proposals to change Surrey's School Admission arrangements for September 2005. Closing date 16 January 2004. (See minute 8.2).

· Information on Community Heritage Grants

7.0 PARISH COUNCILLORS' REPORTS

7.1 Rights of Way

BA reported that he had walked the footpaths assigned to him. Footpath 215: the bunds are restricting the width at the eastern end of the footpath near Honeypot Lane. Footpaths 216/217: the route of the footpath seems to have been diverted. Clerk to raise issues with SCC Rights of Way Officer. Action: Clerk

7.3 Highways

Limpsfield High Street: It was noted that the report from Highways regarding the reinstatement of Limpsfield High Street had not been received by the Clerk as promised by Nick Skellett at the November meeting. Clerk to chase. Action: Clerk

Parking problems on the Westerham Road: The Clerk wrote to Mrs Masters asking to have sight of Highways' reply to her letter dated 24 October 2003. A copy of the reply was received by return which stated that there were no plans to introduce residents parking schemes in Tandridge at present. CW agreed to visit Mrs Masters to discuss. Action: CW

M25 Road widening: reply from Mr Tim Lyver, Route Manager M25 Sphere, Southern, enclosing a government booklet entitled 'Reducing the Adverse Effects of Public Development'.

Bluehouse Lane footpath: Highways has agreed to include residents living between Limpsfield Grange and Granville Road in the consultation.

Bluehouse Lane verges: e-mail from Mr Stone confirming that on 11 November, the Surrey Highways gang spent the day thoroughly cutting back the eastern bank and clearing the gulley, and cutting back the lower sections of the western bank and clearing the gulley, which has transformed this section of Bluehouse Lane.

Fault reports: unlit speed hump warning sign on north side of the roundabout in the High Street; pothole outside Whitethorn in Chapel Road. (Report ref: 90014265/66) Action: Clerk

7.4 Publicity

BA reminded members that articles for the parish report should be brought to the January meeting.

7.5 Trees, Village Green & Parish Office

· Notice board for Limpsfield Chart: further letter from Lady Critchett regarding possible location of the notice board.

· Bench: CW confirmed that the inscription should read, "In loving memory of Roger Hollywood 1934 - 2003".

· Maintenance schedule: CW expressed concern about the condition of the parish council's wooden benches and suggested the introduction of a maintenance schedule so that the condition of the council's assets could be monitored on a regular basis and maintenance carried out as necessary. CW asked the Clerk to get a quote from Mr Yates to repair and restore the three oak benches currently in need of maintenance. Action: Clerk

8.0 REPORTS FROM REPRESENTATIVES ON OUTSIDE BODIES

8.1 Limpsfield Common

Mark Richards reported that 500 questionnaires about the playground proposal were being distributed with the Chart News.

Mark raised the issue of parking outside Hazelwood School and queried the fact that cars did not use the school grounds for parking. DM explained that double yellow lines had been painted on the roadway within the school grounds for the safety of the children moving around. It was agreed to set up a meeting to explore a possible solution to the problem. Action: Clerk

8.2 Limpsfield School

JJ reported that the Consultation on Proposals to change Surrey's School Admission criteria did not apply to church schools. By statute all schools have to review their admissions policy which Limpsfield already does.

8.3 Police Community Partnership Group

The next meeting of the PCPG is on at the Hurst Green Community Centre on Thursday, 15 January 2004 at 8 pm.

9.0 ANNUAL PARISH MEETING

It was agreed to invite Guest TDC's new Chief Executive, Mr Stephen Weigel to address the next Annual Parish Meeting on Wednesday, 31 March 2004.

10.0 FINANCE

10.1 Clerk's annual salary review. It was proposed that the review be deferred to April to fall in line with NALC pay reviews.

10.2 Budget & Precept 2004/05. The Chairman and the Clerk presented the budget figures for 2004/05. A number of issues were raised and it was agreed to hold a separate meeting between CW / JP and the Clerk prior to the January meeting to discuss. The precept for the year 2004/05 will be agreed at the January meeting.

10.3 Any other financial matters

· A resolution was passed to amend the account holder's address on the Yorkshire Building Society account to that of the Clerk, and the third named account holder to that of the Clerk, Mrs G Cannon.

10.4 Accounts for payment

11.0 ANY OTHER BUSINESS

RH is unable to attend the next Local Committee meeting on 30 January 2004, at the Council Offices at 10.15 am.
