                                  BASIC CITY POLITICAL STRUCTURE:

1. THE MAYOR is usually regarded as the spokesperson for the people of the city.

2. THE CITY COUNCIL takes care of Legislation. The Head of each Council Reports to the Mayor. There're many Council's, transportation, voting on laws, ballot's and ordinances. The Mayor can Veto a Ballot, than it has to go back through the Committee's to be changed or amended whatever, to the Mayor's or Councils satisfaction; at which time the Mayer "MAY" Sign it.
It's possible for the Council to Override the Mayor. Even a President of the country can't have something their way just because they want it. Then there's the Budgeting Committee, "is there a enough Money to operate the Community Program?"

3. THE CITY MANAGER: deals with the Administration: Roads, Parks, City Planning, Equipment, etc.,

4. THE CITY COUNCIL: Are everyday citizens, they have a interest in politics and their communities. They bring to the Table of those who run the city the needs and whats of the people, and inform politians how people are being impacted by Governments decisions, actions, or enactions.
