'... ?' in posts may not always or only indicate a question.
The idea in many cases may be to be active, interactive, to think, query, introspect, to further understanding, ...
=> '... ' is used in sense similar to '... ?'.
Archive-Site, depending on the context, refers to a collection of posts.
Browsed by, refers to - quotes from - something I have browsed by.
Information/resource is a 'bundle' of tags at delicious.com/lifeinsight for site, work, notes, mentions, etc.

Surfed by / visited ...
A generic post title "Surfed by / visited ... " is used for ease of access and
search.
As the title suggests these are sites I have surfed by or have located on the
internet out of interest. In most cases I do not have much information beyond
finding the resource interesting and worth sharing. That is the idea behind
putting them here. And also at Living quality community at Livejournal.com.
The links primarily refer to to people and institutions which I have found
interesting or relating to quality of life, communication, development, etc. It
does not mean I concur (fully) with them. Or indeed, in most of the cases, so
far, know about their work beyond first glance. In many cases it has been their
areas of work which I may have found interesting or of relevance and so
referenced it here, without further information.

Tags may be different forms of a word, or group of words, such as root word, or plural form. A search in a list of tags for the root word - or the part of the word in common - may help locate these tags. There may be a reason for using a particular form of word as tag. Though the root form may be used more often now.
Time on weblog posts is likely to be the default setting of the weblog. And may differ from local time.
For most part,
words are spelt as per British english.
Words may have nuances.
A rough note on use of [], double dashes :
While this not an accurate guide to use of square brackets, double dashes at the site and the weblogs, generally speaking these punctuation marks are used in keeping with the idea of thinking, understanding, what is being put in words.
It allows at times to convey a lot more within a single sentence. Their usage can go beyond or be - somewhat - different from their traditional use in punctuation.
=> Use of these punctuations nested - example, [[ ]] - do not imply added emphasis.
Ellipses :
At times '...' are used. Again these can often be about thinking, understanding, what is being put in words. Similar to '... ?'
A general rough note :
The understanding, thinking, ... can go beyond the - few - words expressed.
In many cases, as in many Posts entitled Notes or Note, when holding a lot of
ideas separated by spaces, the ideas can - and do - relate / come together, but
not necessarily so. [They do not - necessarily - follow a linear order of
relationships. Or linear relationships only.] The ideas can also be referred to
via tags, such as related tags, to get some sense of a wider picture, or
connections.
