As we all know most of DOC's facilities do not have air conditioning and the inmates must rely on fans. However when an inmate is locked in DU their fan is taken from them. The bean hole are kept close and nothing is done to help them in this heat. We know with the heat index well over a 100 that inside the cells it would be a lot hotter than that. As most people would consider it against the law to treat an animal like this we would like to know what if anything is being done to try and keep the inmates from having a heat stroke.
Will DOC consider allowing them to have fans? Or something to help cool things down. Please advise.

(DOC's Response)

Personal fans are prohibited for security reasons. Most, if not all, RHUs
have large facility fans located in the passageways. Unless or until the
DOC is authorized and funded to air condition RHUs, that is likely all that
is going to be available. The best solution is, of course, to stay out of
trouble and, therefore, out of RHU.

I have been advise that staff at Davis is putting inmates in cages up in DU
(the excurse ones on the roof) out in the heat the are locked and feed out
there just for being a minute or two late doing the 10 minute movement. Some
have even been put up there barefoot.

I know Davis has been advised in the past not to do this type of thing so it
is not the first time. With the severe heat and sunburns that some could
get. This must be stopped at once. Please advise.

The following is the response from the facility contract monitor regarding
your inquiry:

I spoke with chief Johnson of DCF and was advised that on July 12 , 2001 an
inmate was found on the main yard after movement. The inmate was escorted to segregation and placed in the recreation cages to wait until staff could counsel with him. After one hour inmate complained of being dizzy. The inmate was taken to medical where he was checked and advised to take his high blood pressure medication and drink some water and then sent to his housing unit.
