It's only the speed of light in a vacuum that is a constant, and that isn't changed. Light is always slowed down (a little) when it passes through some medium. What was clever about this experiment was how much it was slowed down, not that it was slowed down at all.
It's actually very easy to stop light completely. People do it
every day. You just need a black, solid wall.
