Of course the WT Says that the return of the remnant in 537 b.c. is a token fullfillment. WT March 1, 1999 P.11, par. 13 says that Nehemiah and Zerubbabel were chieftains. However, searching the concordance, I cannot find the Hebrew word for chieftain, "Nasi" applied to them in the Bible itself.

Another interesting thing was in par. 19 on P. 12. "Observe also that the vision stresses the imperfection of the priests. They are told to offer sacrifices for their own sins. They are warned of the danger of becoming unclean--spiritually and morally." This is used to argue that the priests in the vision are the annointed while still on earth but could it be also an admission of sins as a group?
