Turning him in was not the only potential solution, and as these are not discussed in the record, even a fundy (like me) would have to admit that we do not know for sure.
They could have taken issue with Achan at the time he did it, and forced him to destroy them, or return them to where he found them, or acknowledge his fault to Moses - who may would have taken a more lenient attitude.
