I agree with your statements in principle. It is a sad thing that NATO stepped outside the boundaries of it's intended role. And I believe that the leaders of the participating NATO nations involved in action against Serb forces would have preferred a plan of action agreed to and implimented by the UN. Unfortunately, that wasn't going to happen because the Russians are sympathetic to the Serbs, and that is why the UN couldn't get it's act together. Meanwhile, the atrocities were continuing against the Kosovo Albanians. If the UN wasn't going to come up with a suitable plan, was the rest of the world just supposed to sit idly by and watch what was happening to the Albanians?
To my way of thinking, NATO isn't as much at fault for going in as the UN is for it's failure to do it's job, for if it had, the situation would have been resolved without the need of agressive action by the western-led NATO forces.
