I would wager a guess that it is a tricky situation for the Borg. They like to claim that "false religion" has a bunch of man-made rules but here they have this manual (owners?) on how to keep everyone in line.
Can you imagine if the Catholic Church had such a thing? I believe the WT would be taking out full page ads in the Times in order to expose such controlling methods used by "false religion". Not to mention how much space in their own mags would be devoted to such nonsense.
