the "fire from Jehovah" is also found in other places (eg Num 11:1) and probably refers to lightning (eg. it is a Hebraism).
The Angel of the Name is a representative of Yahweh himself. Of course all the angels are ministers of his that do his will (counts out the devil and his angels :-), but this particular one was speaking and acting as a representative for Yahweh.
This is no different to someone calling at your dor and saying "Red Cross Calling". We realise that the person is representing Red Cross and not actually Mr. or Mrs. Cross themselves.
