You might they that JWs were the first _religious_
group which was persecuted (also in public)
from the Nazis. Open persecution of the Jews started with the Kristallnacht in 1938.
Which does not mean that the Jews were not the
main target of Hitler's persecution, just not fully in public.
People in Hitler's NSDAP were of different opinions and they had their internal fights
which meant _death_ for some of them.
Until Himmler was chief of the german
police
(including the GESTAPO and his SS)
in 1936 they probably and no strong organisation to carry out the persecution.

Der SS-Staat by Eugen Kogon, a Professor from Austria who survived the KZ Buchenwald.
