The United States by itself is not powerful enough to rule the world. The current status of the US military allows it to fight 2 major conflicts at any given time. A group of nations including the US might be strong enough to do such. However if things got as bad as they were during the Nazi era the major nuclear powers such as China or Russia would have to be either allies or apathetic to the situation.
As the world currently stands it is impossible for the United States or the US and a coalition of other nations to repeat what Nazi Germany did. It would take some terrible event to get the people of the US to back such a leadership that would take such actions.
