Some time ago Mexico lifted their restrictions on religions owning real estate in their Country. One nanosecond later, the WTS got a flash of "new Mexican light" and told the Mexican brotherhood (through channels of course) that they could henceforth begin to act like dubs do in most of the rest of the world.
Now that that WTS can own real estate in Mexico and ALSO operate as legitimate religion, their rank-and-file can also operate as full representatives of the Watchtower Publishing Corporation without having to play games anymore.
