GENERAL RULES AND REGULATIONS

INTRODUCTION

This document was developed in order to standardize the Leeward Islands Track & Field championships and came about as a result of a meeting of all members in Tortola, BVI on Sunday 30th June 1996. It was subsequently revised on Thursday 15th February 2001, in a meeting of the Associations of the Leeward Islands, held in St. Kitts. Associations attending were Antigua, Anguilla, USVI, St. Kitts, BVI, Nevis and St. Martin.

We hope that through its application, we would be able to establish a meaningful and consistent program in the interest of the development of Track & Field in this sub-region. Its implementation should be taken as a guideline in the conduct of future Leeward Islands Championships, and followed as closely as possible by host countries. Any deviations from the contents of this document must be sanctioned by the Leeward Islands Athletics Steering Committee.

(A) GENERAL RULES AND REGULATIONS

(1) (a) For age group meets (Youth & Juniors) ages are calculated as of the 31st December in the year of competition.

     (b) Ages should be verified prior to the start of the competition.

(2) (a) Information concerning date(s) should be communicated to participating countries by the end of January of the year of competition. For 2001, information should be communicated not less than two (2) months before the date of competition.

     (b) Team sizes and participation should be indicated to the host country at least one (1) month before the competition. Confirmation of team sizes with names at least two (2) weeks, and event registration by names at least one (1) week, before the meet.

(3) The senior championship shall be conducted in two (2) categories - Male and Female - with separate scoring and an overall Champion team.

(4) The host country will not assume the responsibility for additional persons to championships beyond the established limits.

(5) The order of events should be standardized for all meets. If facility layout does not allow the standardized format, the proposed format should be circulated at least two (2) months before the date of the competition. (Tentative schedules to follow).

(6) The host country will seek (where possible) a waiver on departure taxes for participating teams.

(9) Each country is allowed two entries per event.

(10) The crouch start is compulsory in all sprints (100m, 200m, 400m, 4 x 100m and 4 x 400m)

Starting blocks should be provided by the host country.

(11) Automatic timing system should be utilized whenever available. Antigua and BVI currently have timing systems and arrangements (transportation/accommodation) may be made with these Associations to utilize them.

(12) A deposit of US $50.00 or the EC$ equivalent, should be charged on all protests written to the Jury of Appeal.

(D) RECOMMENDATIONS

(1) Qualified competition officials could be invited from each participating country by the host. Their passages should be paid by their country of origin.

All three (3) meets should be placed on the O.E.C.S. and C.A.C. yearly calendars and funding/co-sponsorship sought from these governing bodies by the Leeward Islands Athletics Steering Committee.

As agreed in the meeting referred to earlier, it is intended that a Leeward Islands Track & Field Association, will be formed no later than the date of the Leeward Islands Track & Field Senior Championship scheduled for July 2001, Antigua. It is expected that a thorough review will be performed at that Championship.

(F) CONCLUSION

It is hoped that this document will continue to provide clear guidelines for the Leeward Islands Track & Field Championships. Its contents will be reviewed annually and improved upon where necessary.
