PTSA 9/12/02 Meeting Minutes
General Meeting:

Ann Tompkins is handling membership. (Ann Tompkins did membership last
year. We had 332 members.)

Saturday Oct. 19: AP luncheon for AP teachers - 1st fundraiser, funds will
go to Grad Night, will have student volunteers.

PTSA budget and audit were approved.

Sue Suttle is the chairman of the Grad Night Committee. She spoke on Grad
Night. Grad Night at Camelot Park on June 16 was voted on and approved.
PTSA Meeting:

Attendees: Chris Funk, Ron Horii, Lore Osaki-Horii, Joe Silveria, Carol
Silveria, Karen Jolly, Judy Frazier, Sue Suttle, Chris Heller, Ann Edge,
Barbara Zinicola.

Meeting started at 8:04 pm.

We need to ask the Lincoln Foundation for a donation to Grad Night. Ask
for $1000.

No PTSA scholarships were given last year. The one from the year before
did not get cashed.

Sue Suttle moved to approve the minutes from the May PTSA meeting. They
were approved.

Karen Jolly read the budget. The PTSA has a balance of $10,322. Grad Night's
share is $3018.19.

Every month, the names of students who have perfect attendance are put
into a drawing. 10 names are chosen for $10 awards. Karen Jolly moved to
allocate $800 for perfect attendance awards. The motion was approved.

A planter box in honor of Mrs. Gernreich was placed in the media center.
It was part of last year's budget. Sue Suttle moved to move it to this
year's budget. Karen Jolly moved to spend $641.23 on it. The motion was
approved.

Proposed by-law changes:

The state PTA increased its fee from from $3.25 to $3.85 per person. The
national PTA get $1.75, the state $1.25, the district $0.50, and the Council
$0.35. We want to increase our membership fee, but it requires changing
the by-laws. Willow Glen charges $20. We propose $15.

We propose modifying the by-laws to change it from having a general meeting
each month to having 3 general meetings. The rest will be executive board
meetings. The general meetings will be in September to approve the budget,
February for election nominations and large budget adjustments, and April
for elections. The board meetings will be held in-between. Everyone is
invited, but only the executive board votes. The executive board can approve
bills and have them ratified at the general meeting.

For special meetings, there is nothing in the by-laws that specify the
number of people needed to request them. We propose 3 members of the executive
board or 9 members of the association.

We want to change the quorum to 9 for the general meeting.

The executive board could approve expenditures up to $250. We propose changing
that to $500.

Change the number of people on the executive board from 5 to 3.

To list of chairmen, add Grad Night Committee Chairperson.

The state PTA needs to approve the changes, then the Association needs
to ratify it.

Lincoln High has a new website: http://www.lincolnhighsanjose.org/.
It is under construction. They can add a link to PTSA and Grad Night.

Joe Silveria is tallying volunteer hours. The state PTA uses it for lobbying
purposes. It indicates parental involvement in schools.

9/24 is the deadline for the parent newsletter.

Big Bone dance: parents volunteer, ASB does water, asks for chaperones.
They may ask PTSA for cookie donations.

Ann Edge volunteered to be Student of the Month coordinator.

Barbara Zinicola volunteered to serve as Vice President. The Vice President
normally handles membership. Since Ann Tompkins is handling membership,
the Vice President primarily needs to run the PTSA meeting if the president
can't make it.

We still need an auditor and historian. The auditor goes over the checks
and receipts.
