Mr. Moreno is a instructor of Vocational Education and Coordinator of Information Technology in the Regional Occupational Program for Antelope Valley, California, where he has served since 1998. He has been noted in the media for providing a refreshing new outlook to learning computer technology. ROPs' are noted for their Career Technical training in which Mr. Moreno has graduated many high school and adults students into successful careers and continuing education. He has implemented two new certification programs and remodeled all current IT programs with an outlook to creating an Information Technology Career Pathway. He has incorporated into all programs a learning method called EBT - a computer based "experience" training that turns interactive learning into skill and practical experience. He publishes an extensive online class management system for students to seamlessly interact with both the "real" classroom and "cyber" one. He has been a model for recycling of computer waste and has been accounted for over 135,000 pounds of refurbished, recycled and donated electronic waste. He advocates helping students and teachers recognize and learn how to use technology as a 'tool' in the workplace, the classroom, and beyond.

Mr. Moreno has been active in his local communities, served as a member of the Small Business Administration for the Hardin County in Kentucky, assisted day-care centers and elementary schools with technical support and donated computer equipment, member of the E-Waste program, instructor and member of the STRUT program, and advisor to the local Boys & Girls Club of Palmdale. He is the founding president of the "FragFriday" after-school program that centers gaming as a competitive sport that influences career pathways in Information Technology. He has served on a wide variety of committees, interview boards, sponsorships, and grant teams.

His current education includes the California Designated Subjects Vocational Education Teaching Credential from California State University of San Bernardino and has started a degree with University of Phoenix Bachelors of Science in Business/Information Systems. In addition, he is a graduate of the United States Army Medical Specialist program from San Antonio, Texas.  His professional background in the IT world has earned him the CompTIA A+ Certification; HP Authorized Technician; Compaq Authorized Administrator; Toshiba Authorized Systems Engineer; Dell Certified Technician; and Pearson/VUE Authorized Test Administrator.

Before becoming a full time teacher, he worked as a Network Administrator with the Antelope Valley Union High School District; a Manager at the Laptop Center for AVUHSD; a Computer Repair Technician for Palmdale High School; a Computer Repair Technician for CompUSA; Manager for Leeds Management in North Hollywood; Owner and Manager for Warez2Go Computers in Radcliff, Kentucky; served as a Medical Specialist for the United States Army; and a Desktop Publisher for Baldwin Park High School.
