While studying at FHD I also witnessed students openly rolling joints in front of the building, and its immediate surroundings. None of them were cautioned for their behaviour, and no appropriate action had been taken against any of them.
On those CD-ROMs from FHD there are details of something that looks very much like Pyramid Scheme and some kind of Financial Scam.
Quite often students would have racially motivated arguments that led even to fighting amongst them.
