Mr. Cirrus has devoted himself to the flight squad in these past few
months. Prior to August, he was lagging behind in his practice, and
was nearly dropped to an alternate status. However, after a short talk
with him, I noticed a remarkable improvement. His maneuvers have
radically improved, his cooperation with team members is outstanding.
To this extent, I have chosen to instill Mr. Cirrus as the captain of
the Flight Squad for the rest of the year. I would congratulate him,
and wish to extend my fondest wishes towards his continuing in the squad
for the rest of his Starfleet Academy time.

Comments: Mr. Cirrus performed marginally well in the training
mission he and two others were placed on. Some of his decisions were
nearly command caliber, but others showed the lack of true experience
that he had, and put the shuttle he was piloting at the time at risk.
Due in part to his efforts, the mission was a success, though only
marginally.

Torr is a highly ambitious young man, with ideas of following in
the footsteps of his father, who achieved the rank of Captain in
Starfleet before retiring early due to an injury recieved in the line of
duty. He isn't quite as accomplished in flight as he wishes to be, and
constantly works on that fact. He has numerous hobbies, chief among
them his constant tinkering on the holodeck to create a program that he
considers perfect. While he has no clue what direction that program
will eventually take, he has tried numerous scenarios, including one
that took Starfleet Academy by storm in 2414, causing it to be banned.
Torr follows the prophets of Bajor only slightly, since he was
raised with only a slight regard for them. He envies Vulcan's their
ability to conceal their emotions, and often attempts to emulate that
ability when in their presence. Without a Vulcan influence nearby,
however, Torr is seen as the brash and impetuous young man that he is.
Due to the recent death of his brother, Onar, Torr went into a
period of mourning. The Cirrus family has long been thought to contain
members of terrorist organizations (the elder Torr had 2 siblings in the
Maquis before they were wiped out), and Onar's death in the battle of
Unguala Prime (see Docket # 9810274-B [Secret]) led credence to that
belief. Torr was badly hurt by that fact, and went into isolation. It
was only through counseling that he was able to come back into
Starfleet. 
I would recommend that Mr. Cirrus undergo regular evaluations
for the next 5 years (at least one every 6 months) to judge his progress
in dealing with the death and news of his brother. Regardless of this
recommendation, however, I find him fit for duty on any ship in
Starfleet.
