Take a small child and put it out in the middle of the street. Then, as people come by and try to save it, blow their brains out with a sniper rifle from atop a building 200 yards away.
Soon enough, the idiots will give up their old ways and steer clear of endangered children, leaving you free to observe them in their natural, amusingly retarded state.
