James Gordon first came to Gotham as a Lieutenant during which time Batman was making his first appearances in Gotham. He was shocked to find a corrupt police force including its commissioner.
Attempting to clean up the city he ending up starting an affair. This was used by the corrupt force as blackmail when Gordon tried to clean up the filth.
He confused his affair and lost him wife and soon found himself as commissioner. He is the adoptive (Possibly real father) of Barbara Gordon, Oracle and former Batgirl.
Catwoman has recently taken a very big dislike to Gordon.
