How to make rain
To begin this all you're going to need is the background of which you want rain to be added to, in this case I'm choosing the image to the right.

First, create a new layer(ctrl+shift+n) and name it Rain.

Once you've done that fill it with a black background, and then go filter>noise>add noise... and enter the settings that are similar to the ones below.
Now having done that go filter>blur>motion blur, and set the angle to 64 degrees and the distance to 14 degrees.

Finally, set the blend mode of the rain layer to screen and you should have rain added to the image.
