| The Avengers Charter was originally created to assist the writers with figuring out the team's SOPs (Standard Operating Procedures) in certain situations. It also officially establishes the team as a regulated force for law and order within the Marvel Universe, and not just a group of costumed vigilanties.

| There are basically two versions of the Charter - The first was created in 1982 as a back-up feature in AVENGERS ANNUAL #11, and the second appeared in THE AVENGERS 30th ANNIVERSARY MAGAZINE in 1993. (There are also a few printed in various TSR resources for the old Marvel Super-Heroes Role Playing Game) Both versions of the charters are broken into two main parts - the Articles and the Bylaws. The Articles handle the basics of the team, while the Bylaws go into more detail on team operations and membership. |
| The First Charter is from AVENGERS ANNUAL #11 (1982) was created by Mark Gruenwald and Roger Stern. |
| The Second Charter is from THE AVENGERS 30th ANNIVERSARY MAGAZINE (1993) was created by Larry Hama. When Hama had taken over writing the AVENGERS he made the team a United Nations sanctioned team. By amending the charter the Avengers became a "...special unit of [the UN's] Peacekeeping Force." |
