The Avengers Charter was originally created to assist the writers with figuring out the team's SOPs (Standard Operating Procedures) in certain situations. It also officially establishes the team as a regulated force for law and order within the Marvel Universe, and not just a group of costumed vigilanties.

The Founders make history

There are basically two versions of the Charter - The first was created in 1982 as a back-up feature in AVENGERS ANNUAL #11, and the second appeared in THE AVENGERS 30th ANNIVERSARY MAGAZINE in 1993.

(There are also a few printed in various TSR resources for the old Marvel Super-Heroes Role Playing Game)

Both versions of the charters are broken into two main parts - the Articles and the Bylaws. The Articles handle the basics of the team, while the Bylaws go into more detail on team operations and membership.

The First Charter is from AVENGERS ANNUAL #11 (1982) was created by Mark Gruenwald and Roger Stern.
The Second Charter is from THE AVENGERS 30th ANNIVERSARY MAGAZINE (1993) was created by Larry Hama. When Hama had taken over writing the AVENGERS he made the team a United Nations sanctioned team. By amending the charter the Avengers became a "...special unit of [the UN's] Peacekeeping Force."

There has been no updated Charter printed since the second version in 1993.
