The Syndicate
Since the War of Traditions, the Syndicate lost its ''reserved domain'' right over France: The 1894 intrigue against the Vampires and the Tradition Mages backfired. While the New World Order took the responsibility of the coordination of french affairs, the Syndicate turned to more appropriate missions, most of them around the legal and illegal business.
The Convention was a little more successful there until the 1980's, when they succeeded in building the ''Defense'' businness block west of Paris. These ultra-modern, glass and steel buildings promised riches and riches to those enterprises moving there, under the eye of the Convention. But the truth is that for each success, the Syndicate must fight inch for inch to take over existing markets (which means fighting the Vampires), or to create others (which means fighting the ultra-powerful Pentex).
The fact is that the Vampires are easier to fight in these fields, and even more in the illegal field. They seem reluctant, prone to mistakes and/or infighting, whichever. At least one faction, known in the milieu as the Giovanni, and identified as having Vampires as leaders, had been clearly identfified, and the fact that the Giovanni seem to have their hands on other, more legal commerce, doesn't appeal a lot to the Syndicate.
The Pentex is another story: Instead of having clearly defined bounds, the Pentex and Syndicate's ownings are intwined in each other, meaning the threat usually comes from inside. This is a major thorn to the Syndicate, which, in addition with the Vampires and the disorganized Tradition Mages presence, reduces the effectiveness of the Convention in France.
Destiny:
In 1997, a gang war started, and most leaders were killed, for different reasons. While the Syndicate is not the principal guilty party of these events, it recovered faster, and are about to take over most of the traditionnal crime centers.
Project: Face/Face
Face/Face was imagined in 1890 and applied in 1894. It had two parts: Detecting major enemies (Vampire Magicians called Tremere -- suspected to be the lost House Tremere of the Hermetic Tradition!-- and the Hermetic Tradition of Mages) and to put each against the other. As it was previewed, the loyalty ties within each ''supernatural race'' soon made the event increase to a full scale war: Vampires vs the Tradition Mages.
But Face/Face backfired, and the sudden peace between the enemies turned against the Technocracy, which suffered from combined stealthy attack from both the Vampires and the Tradition Mages, weakening its french Conventions and sending destabilizing waves all around the world. The Project is to be considered a failure.

Project: Roman (Novel)
This project involves the take-over of the criminal organization. Inspired by Project: Face/Face (for the Syndicate has no way to fight head to head against the Vampires, and thus, must send each vampire subdivision against each other), it involves little intrigues of no great consequences, but with a very precise timing: Each crime organization is studied, their most probable supernatural masters (and so, enemies) determined, and their relation poisonned by little fights or contested turf wars. Alone, these actions' effects are without consequences, but precisely timed along the natural wars each lead against the other, their effects are deadly.
In 1997, the Project: Roman will have its first successes, even if the Syndicate lost its own share of turfs in the way: They will be among the first to recover...
