Bart is the grandson of Barry Allen/Flash 2. His father is Don Allen who has limited super speed powers. Bart was born with a super fast metabolism and aged at an alarming rate. 30th Century technology did all it could to slow down his super fast aging. During this time Bart was educated through a virtual reality machine. At age 8 Bart was physically and mentaly equal to a 17 year old. His metabolism was slowed down through chemicals. He joined the Legion who made an exception despite his young age.
