Scouters were used throughout the beginning of DBZ until the end of the Freeza Saga. They were worn on your head and were used to read a person's power level. But the problem was strong warriors began to hide their power levels, so there was no use of using the scouter anymore. Also these fighters were now able to sense the power levels without even using a scouter. So that means the power levels after the Freeza Saga are all theoretical and may not be true. |
