City Seal and its meaning

              The shape of the chief has the outline of a crown, symbolizing power. 

The rising sun symbolizes progress. Beauty and grandeur is represented by the

  resplendent Mayon Volcano. The pier depicted Legazpi as a seaport city. Wharf and steamer 

complemented by the wing, wheel, and anchor indicate the presence of all 3 modes of 

transport -- air, land, and water. The chief economic activity, agriculture, 

is depicted by the 2 leading farm produce -- the fruiting coconut tree 

and the bundles of palay. The figure 1959 is the year when the 

city was created under Republic Act 2234.
