He began performing with stock and repertory companies after graduating from the University of Utah.  He met his future wife, Dorothy Adams, [as a member of Moroni Olsen's very successful company].  After Broadway work, they moved to Hollywood in the 30s to try to stake a claim in films and both succeeded, appearing in hundreds of films, both together and apart, albeit in small, often unbilled bits.  A man of meek, edgy countenance, his short stature and squinty stare could be used for playing both humble and shady fellows.  Although predominantly employed as an owlish storekeeper, mortician, professor, or bank teller, his better parts had darker intentions - exceptional as weasly, mealy-mouthed, whining henchmen who would inevitably show their yellow streak by the film's end.  He moved on into TV in the 50s and 60s, displaying a comedy side in many folksy, rural sitcoms.  He died of heart problems in 1970.

In the 1959 Twilight Zone episode "Walking Distance," Gig Young comments that he thinks he's seen drugstore counterman Byron Foulger before.  "I've got that kind of face" was the counterman's reply.  Indeed, Foulger's mustachioed, bespectacled, tremble-chinned, moon-shaped countenance was one of the most familiar faces ever to grace the screen.

In real life, the seemingly timorous actor was not very easily cowed; according to his friend Victor Jory, Foulger once threatened to punch out Errol Flynn at a party because he thought that Flynn was flirting with his wife.
