LINCOLN COLLEGE PREPARATORY ACADEMY
S.A.C. MINUTES

November 1, 2001

The S.A.C. meeting was called to order by Co-chair Kay Postma at 6:30 p.m.

Assistant Principals Report - LCPA High School - Ms. Linda Williams
Mr. Hawkins is attending a conference in Washington, D.C. Construction update: LCPA administration is hopeful that all construction will be complete in December. The library is nearly complete; workmen are finishing the circulation desk, professional development area and computer carrels. In the meantime students have access to the computer labs with Internet access on each of the four floors. Delivery of the lockers is expected next Wednesday with installation during the night because it is a noisy process. At the last S.A.C. meeting it was determined that the students would provide their own combination locks. The gym is finished and with the new bleachers LCPA will be able to have all-school assemblies where everyone can have a seat. The track has new asphalt and looks great. The new trophy cases are in with better lighting; many trophies that had been in storage are now on display.

Concerts will be held December 5, 12 and 19 in an effort to market LCPA and recruit new students. LCPA will be open an hour before each performance for an "Open House." Plans to publicize these music events are underway.

The Booster Club is sponsoring a raffle fundraiser with Wal-Mart at Bannister Mall for a $1000 gift certificate. Tickets are $2; more information to come. This fundraiser will raise money for the end-of-season athletic banquets.

Parent-Teacher conferences will be held next Thursday (November 8) from 1:30-7:30 p.m. The dinner break is 4:30-5:00 p.m. Student schedules will be available when you sign in. At the High School parents can meet with any teacher. At the South Campus forms were sent home to parents to sign up for a specific conference time.

The Accountability Team, formerly called Academic Achievement, will meet on November 13 at 6:00 p.m. in the ROTC room.

Assistant Principals Report - LCPA Middle School - Ms. Charlotte Wafer
All construction at the Middle School is complete. The library furniture is the only thing we are waiting for. The LCPA Middle School principal and assistant principals will visited all 5th grade classes by the end of the month. A recruiting potluck is scheduled for December 6.

Kay Postma introduced Dr. MaryLou Joyner, Missouri Department of Elementary & Secondary Education (DESE). Dr. Joyner explained that she serves as a liaison between DESE and KCMSD. Dr. Joyner explained that on October 18 Superintendent Taylor met with the Board of Education in Jefferson City and the Dr. Taylors presentation was well received. Gwen McNeely, LCPA parent, reported that 3 buses of parents went to Jefferson City and that the meeting was positive. Regarding the district's accreditation, Dr. Joyner explained that in 1999 not one of the 11 performance standards were met by the district as a whole. At this time we know that the district has achieved 3 standards with the strong likelihood that a 4th standard will also be met this year and another 2 next year. By meeting at least 4 standards the KCMSD will be in a position to request from DESE a re-review; the results of which would determine the accreditation status. Not until 8 standards have been met will the district be considered for full accreditation. The goal is for the district to be fully accredited; the State Board will not allow a district to remain provisionally accredited forever. IF the district does not make provisional accreditation, the school district would be governed by the state board and an appointed 3-member panel. The 3-member panel would look at all district processes and would work with teachers and administrative staff to run the district. Dr. Joyner pointed out that nothing would happen that parents would not first be made aware of and that input from parents would be sought.

The question of too many standardized tests being given was raised. Dr. Joyner explained that quarterly testing is used to identify where strengths and weaknesses are in the effort to better meet the needs of students on an instructional level. Dr. Joyner asked parents to bear with DESE in terms of the amount of testing and advised parents to contact their child's school administrator to help understand the results of the tests. Dr. Joyner suggested that the S.A.C. committee could organize workshops that would help explain test result data in addition to what the various tests are designed to accomplish.
