Definition: Structures built around pesticide and fertilizer storage facilities as well as operational areas to include loading/rinsate pads designed to contain products that have escaped due to leaks, spills, equipment rinsing, impcts, vandalism, or ruptured tanks.
Purpose: To describe minimum recommended pollution control practices for non-mobile/non-commercial pesticide storage and containment structures and non-mobile/non-commercil fertilizer storage containment structures not subject to the requirements of Rules and Regulations authorized by K.S.A. 2-1226. This practice will be limited to demonstration purposes only. one Fluid Fertilizer/Pesticide Containment structure is eligible for cost-share in each county participating in the NPS program.
Conditions Where Practice Applies: a. A fertilizer secondary containment structure for any above ground fertilizer storage facility with less than 2,000 gallons total storage capacity. b. A fertilizer loading pad where less than 125 tons of bulk liquid fertilizer are received into or transferred out of one or more storage containers at a facility durin any 365 consecutive days. c. Locations should be selected and/or barriers constructed to prevent discharge from fertilizer and/or pesticide storage to be in contact. d. A pesticide secondary containment structure for above ground pesticide storage facilities. e. Pesticide storage buildings. f. A pesticide loading/rinsate pad. g. All rinsate or spillage within a chemical secondary containment facility shall be disposed of as required by the product's label and labeling. If the chemical is classified as a hazardous waste, the rinsate or spillage shall be disposed of in a permitted hazardous waste facility according to existing state and federal regulations. h. Compliance with all state and federal regulations and label directions in the storage and handling of pesticides. i. Install all containment structures according to manufacturer's recommendations and guidelines. j. Conservation district or designated qualified representative shall witness installation to certify practice implementation.
