Congratulations to our very own District Chair, Karen Frederick appointed to the CPTA Chapter/District/SIG Operations Task Force that is reviewing leadership collaborative models.  Congratulations also to Stephanie Kaplan who has been appointed to the CPTA MSC and is a CPTA delegate.

 ~Chair Note~

Happy New Year Everyone.   As America rings in the New Year we are faced with ongoing challenges at the country and statewide levels.  Iraq continues to claim the lives of our men and women almost daily.  Iran accepts our aid to recover from a devastating earthquake after decades of political and economic separation.  Our own State of California suffers losses from recent wildfires, earthquakes, mudslides and budget cuts.  It makes the LB-SB District activities seem small and insignificant.  But I assure you that we have big hopes for the coming year for the Long Beach-South Bay District membership. 

January 9th-10th is the chairperson training in Sacramento.  I hope to meet all of the other California district chairs and share ideas for the coming year.  We have a great executive committee (elected and appointed) with a vision of enhancing your opportunity to network with your peers and access affordable professional development.  The district is fortunate to have a close relationship with the California Education Connection, which offers an aggressive schedule of affordable continuing education covering a variety of topics.  We are targeting some inspiring and visionary speakers for our district meetings.  We aspire to coordinate an interdisciplinary mixer so PTs and OTs can come together to discuss current practice issues and challenges in a casual setting.  And we will keep you up to date on Physical Therapy practice issues and concerns from the California and American Physical Therapy Association(s).

At this time I want to acknowledge the tremendous efforts of Stephanie Kaplan, our outgoing chairperson, for her excellent leadership of the executive committee over this past year.  She has accepted an invitation to continue active participation on the executive committee (as an appointed member), which will enhance the progress in updating the bylaws, and allows us to “catch” her enthusiasm for our profession for another year.

Your executive committee is always looking for new ideas, member input and member participation at every level of the district organization.  If you would like to volunteer to host a meeting or participate on any of the district committees, please let me know.  I look forward to serving with the entire executive committee to make 2004 another great year for the Long Beach South Bay District membership.

National News!!
Medicare Carriers Inconsistent on Follow-up Visit Implementation

Although Medicare has changed its policy permitting beneficiaries up to 60 days of initial treatment prior to a follow-up appointment with their doctor, Reports indicate that different Medicare carriers are delaying 30, 60, or even 90 days before the new physician visit requirement is implemented. CMS staff are trying to clarify the new policy. APTA members are encouraged to contact their local Medicare carrier  to determine how implementation will proceed.

A Note from the 2003 LBSB Chairperson

As the year is coming to an end, I would like to review the goals set by the Long Beach South Bay Executive Committee and the progress that was made.

GOAL #1Update district documents to reflect current practice

Initiatives

A.       Review mission/vision statements, update as needed ---COMPLETED

B.       Review all bylaws, specifically the following --- BEING REVIEWED BY THE CHAPTER REFERENCE COMMITTEE

                                                                i.      Change the chair elect position to a vice chair position

                                                               ii.      Change the vice chair and chair positions to two year terms

                                                              iii.      Ammend bylaws to allow the affiliate member to run for all elected position except Chief Rep and Chair

GOAL #2Clarify roles of elected officers and committees of the LBSB District

Initiatives

A.       Define all elected positions in writing --- IN PROGRESS AND SOON TO BE POSTED ON THE WEBSITE (www.geocities.com/lbsbapta)

B.       Establish a finance committee and establish goals of the committee --- COMPLETED

A.       Increase district membership by 4% --- INCREASE OF 3.5% TOTAL MEMBERSHIP (333 V. 325), 53%  IN PTA’S (26 V. 17)  AND INCREASE OF 5.8% (54 V. 51) IN STUDENT MEMBERSHIP  AND A DECREASE OF 1.46% (253 V. 257) IN PT MEMBERSHIP COMAPRED TO 2002 (Based on DECEMBER UPDATE)

B.       Help fund the Modernization of the PT Practice Act ---DONATED $500

 Many thanks go out to the executive committee members, elected officers and committee members this year for their hard work and dedication to the profession.

CONGRATAULATIONS LBSB DISTRICT!!!  Your membership enthusiasm has translated into increases in total membership consistently from 2001 through 2003!!!  Take a moment to review our tallies charted on the following page!  As our membership continues to grow, we access new resources for your professional networking.  Do you have special talents or services you would like to share with the membership?  Post on our website or submit an article for the newsletter, we’d love to share your news!  Also, stay tuned for “”member bring a new member” incentive programs this year!  

As your District Member Services Liaison, I want to invite you to contact me so that I may help you maximize your membership.  Whether you are considering membership and have questions about how it may benefit you,  if you are a veteran and want latest updates, or as a  member you just want to learn more, contact me, Jennifer Whitney, with any questions you may have so that I can help you get the most out of membership.  As representative for your voice, please let me know  your wants and concerns so that I relay those comments and suggestions to district leadership and to CPTA Member Services Liaison, Stacy DeFoe.   You will be receiving a  survey of your wants and concerns.  When you do, take a moment so that we might hear your expectations for membership and suggestions for improvements.  Additionally, be on the lookout for the new CPTA website offering innovations for the New Year, including discounts at many retailers, product news, and contact and networking opportunities.  Let us help you navigate the changes!  If you would like to participate more directly at the district level, many committees are open for participation.  Please feel free to contact me at [email protected].

Student news

As the Affiliate Representative for the Long Beach/South Bay District, one of my duties is to be an advocate for the physical therapist assistants and physical therapist assistant students in my district.  Last October 20, 2003, I had the privilege of going back to my alma mater, Cerritos College, to talk with the physical therapists assistant students under the direction of Marijean Piorkowski, MSPT.  There were over 50 students in attendance that night and along with me were Mindy Adams, Student Liaison and Alice Tran, Alternate Affiliate Representative for the Long Beach/South Bay District.

Our objective that night was just to have an informal meeting with the students to answer any of their questions about the APTA and also to explain to them the importance and benefits of being an APTA member.  A couple of students in the audience were all ready student members of the APTA, which was great to know!  During my talk, I emphasized on how important it was to have a professional organization, like the APTA, which helps support our careers and provides us with the resources that we need to advance in our profession.  I also expressed to them that being a member was also a great way to network with other physical therapy professionals in our state and across the nation as well.  One of their main concerns was the cost for membership, but I responded to that by telling them to take advantage of the great student membership rate and the low career starter dues that was being offered by the APTA!  I think I opened a few eyes when I made that comment.

Overall, it was great turnout and the students were very receptive.  They had a lot of good questions and comments and were very open in getting involved in the APTA in one way or another.  I am very hopeful that when we read our next newsletter that we will have added a few more names to our membership list!

 CPTA offers mentorship to students.  The purpose of the program “is to provide students with guidance on getting, and staying, involved in activities at the District, Chapter and National levels of the APTA and act as a liaison and/or assist in the transition from student to clinician”.
