
The above is a copy of the actual cover of the Federal Register as referred to in the index pages of the CFR revised 1953 edition. The Federal Register is a system of books where existent rules and regulations as well as proposed amended changes to those rules and regulations are recorded. It is the place where supposedly 29.22 (b) - 1 would have been amended. Instead, what we find in its place is a very subtle, deceptive look-a-like regulation - "regulation" 29.22 (b) 1, which has no similarity to 29.22 (b) -1, and which never seems to make an appearance as late as 1961.
You will see this as you review the pages of the Federal Register for 1953 on the next pages ahead. And you will find that by the time the Title 26, 1956 CFR edition is published in 1957, sections (or parts) 25 and 31 have been added back into the CFR editions thereafter, but not sections (or parts) 26 - 30. Of course that would include section 29.22 (b) -1 (a), wouldn't it?! And we would not want that to get back in the code the way it was, now would we? Or would we. You be the judge.
